Abstract

ABSTRACT Problem Statement/Background (GAP): The background of this study is the significant number of livestock roaming unsupervised by their owners in inappropriate places, which has been a concern in Pesisir Barat Regency for several years. The activities of these livestock can disrupt public order and tranquility, such as damaging city parks, destroying residents' plants, obstructing traffic flow, and even endangering the safety of motorists. Although the issue of livestock control is regulated by local regulations, there has yet to be a proper solution to this problem. Purpose: The purpose of this study is to describe and analyze the enforcement and the inhibiting factors of livestock control carried out by the Civil Service Police Unit (Satpol PP) of Pesisir Barat Regency. Method: This research uses a qualitative research method with a descriptive approach through an inductive approach and analysis using the theory of control proposed by Eva Eviany and Sutiyo. The data collection techniques used are interviews, observations, and documentation, as well as data analysis techniques including data reduction, data presentation, and conclusion drawing. Result: The results of the study indicate that the Satpol PP has conducted control over roaming livestock in Pesisir Barat Regency, but the implementation has not been entirely optimal. This is due to inhibiting factors in the control process, such as incomplete infrastructure and facilities and a lack of public awareness.Conclusion: Given these inhibiting factors, it is hoped that the government of Pesisir Barat Regency, through the Satpol PP, will enforce local regulations firmly but humanely. Additionally, it is necessary to complete the supporting infrastructure and facilities for livestock control and to create adequate and standard-compliant livestock maintenance facilities, such as proper pens and separate waste disposal areas from the surrounding environment. Keywords: Enforcement, Livestock, Civil Service Police Unit 2 ABSTRAK Permasalahan (GAP): Latar belakang penelitian ini adalah banyaknya hewan ternak yang berkeliaran tanpa adanya pengawasan dari pemilik ternak pada tempat-tempat yang tidak seharusnya yang telah menjadi perhatian di Kabupaten Pesisir Barat selama beberapa tahun terakhir, dimana aktivitas hewan ternak tersebut dapat mengganggu ketentraman dan ketertiban umum seperti rusaknya taman kota, rusaknya tanaman warga, mengganggu kelancaran arus lalu lintas, bahkan dapat membahayakan keselamatan pengendara. Meskipun permasalahan terkait tertib hewan ternak sudah diatur dalam peraturan daerah, namun masalah ini masih belum ada solusi yang tepat. Tujuan: Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisis terkait penertiban maupun faktor penghambat penertiban hewan ternak yang berkeliaran yang dilakukan oleh Satpol PP Kabupaten Pesisir Barat. Metode: Penelitian ini menggunakan metode penelitian kualitatif dengan metode deskriptif melalui pendekatan induktif dengan penganalisisan menggunakan teori penertiban yang dikemukakan oleh Eva Eviany dan Sutiyo. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi, serta menggunakan teknik analisis data yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Satpol PP telah melakukan penertiban terhadap hewan ternak yang berkeliaran di Kabupaten Pesisir Barat, namun pelaksanaannya belum sepenuhnya optimal. Hal ini disebabkan oleh adanya faktor penghambat dalam proses penertiban seperti belum lengkapnya sarana dan prasarana serta kurangnya kesadaran masyarakat. Kesimpulan: Dengan adanya faktor penghambat tersebut, diharapkan pemerintah Kabupaten Pesisir Barat melalui Satpol PP tetap bersikap tegas dalam penegakan peraturan daerah tetapi humanis. Selain itu, perlu melengkapi sarana dan prasarana pendukung dalam penertiban hewan ternak serta membuat fasilitas pemeliharaan hewan ternak yang layak dan sesuai standar seperti kandang yang memadai dan tempat pembuangan limbah yang terpisah dari lingkungan sekitar.
