Abstract

ABSTRACT Problem Statement: The lack of involvement from service officers in the village is one of the barriers to the administrative process for population data being hindered because the large and isolated area of Bandung Regency still relies on administrative services located at the center. It is not uncommon for the Department of Population and Civil Registration of Bandung Regency to conduct direct service to the community to improve population administrative services. The Department of Population and Civil Registration of Bandung Regency has created an innovation. This innovation is called SI CAKAR SAKTI, an acronym for (sistem cetak KK dan akta di rumah sakit). The Purpose: The objective of this research is to understand and analyze whether the integrated service between the Hospital and the Department of Population and Civil Registration of Bandung Regency is effective, the obstacles in its implementation, and the solutions to overcome the issues in the SI CAKAR SAKTI service. Method: This research uses a descriptive qualitative method. In data collection, the researcher employs interview techniques, observation, and documentation. The theory used in this thesis is the Effectiveness theory by R. Steers in Sutrisno (2018) with the dimensions of Production, Satisfaction, Efficiency, Adaptation, and Development. Results: The results of the research indicate that the integrated service between the Hospital and the Department of Population and Civil Registration has been effective. However, there are issues with existing facilities and infrastructure, and the satisfaction dimension has not been met because to address these problems, service operators use personal funds to manage the issues. Conclusion: The implementation of integrated services between Soreang General Regional Hospital and the Population and Civil Registration Office of Bandung Regency has been effective. This service can be applied and serve as a reference for other hospitals in Bandung Regency. Existing issues have received attention and efforts to address them are underway. The Population and Civil Registration Office of Bandung Regency is committed to providing the best service for the people of Bandung Regency. Keywords: Population Administration, Effectiveness, SI CAKAR SAKTI ABSTRAK Permasalahan : Kurang nya peran dari para petugas pelayanan yang ada di desa menjadi salah satu hambatan proses administrasi kependudukan terhambat karena wilayah Kabupaten Bandung yang luas dan terisolasi masih bergantung kepada pelayanan administrasi yang ada di pusat, tidak jarang Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bandung melakukan pelayanan yang langsung turun ke masyarakat untuk meningkatkan pelayanan administrasi kependudukan, Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bandung membuat sebuah inovasi. Inovasi tersebut bernama SI CAKAR SAKTI yaitu akronim dari (sistem cetak kk dan akta di rumah sakit). Tujuan : Tujuan penelitian ini adalah untuk mengetahui dan mengenalisa apakah pelayanan terintegrasi antara Rumah Sakit dan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bandung efektif, kendala apa saja dalam pelaksanaan dan Solusi untuk mengatasi masalah pelayanan SI CAKAR SAKTI. Metode : Penelitian ini menggunakan metode kualitatif deskriptif, dalam pengumpulan data peneliti menggunakan Teknik wawancara, observasi dan dokumentasi. Teori yang digunakan dalam skripsi ini adalah teori Efektivitas menurut R.Steers dalam Sutrisno(2018) dengan dimensi Produksi, Kepuasan,Efesiensi, Adaptasi, dan Perkembangan. Hasil : Hasil penelitian menunjukan bahwa pelayanan terintegrasi antara Rumah Sakit dengan Dinas Kependudukan dan Pencatatan Sipil telah berjalan Efektif, namun ada suatu masalah dalam sarana dan prasarana yang ada, serta dimensi kepuasan belum dapat terpenuhi karena untuk mengtasi masalah tersebut pelayan operator menggunakan uang pribadi untuk mengatasi hal tersebut. Kesimpulan : Dalam pelaksanaan pelayanan terintegrasi antara Rumah Sakit Daerah Umum Soreang dengan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bandung telah berjalan efektif, pelayanan tersebut dapat di terapkan dan menjadi bahan referensi untuk Rumah Sakit lainnya yang ada di wilayah Kabupaten Bandung, masalah yang ada telah mendapat perhatian untuk dapat diatasi, Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bandung berkomitmen untuk memberikan pelayanan yang terbaik untuk masyarakat Kabupaten Bandung Kata Kunci : Administrasi Kependudukan, Efektivitas, SI CAKAR SAKTI
