Abstract

ABSTRACT Problem Statement/Backround (GAP) Location of Indonesia is between two major tectonic belts in the world, the Pacific Ring of Fire and the Mediterranean Belt, often experiences natural disasters. Additionally, the country also has high rainfall, ranging from 1,000 to 4,000 mm annually. Purpose: This study aims to examine "Post-Disaster Flood Management in East Paniai District, Paniai Regency, Central Papua Province." This research has three main objectives, namely to understand post-disaster flood management in East Paniai District, to identify obstacles and supportive factors in this management, and to propose appropriate solutions. Method: The data collection methods used include observation, interviews, and documentation. In the context of this qualitative research, the researcher serves as the primary instrument responsible for focus creation, informant selection, data collection, analysis, interpretation, and conclusion drawing. Interview guidelines serve as a guide for researchers in conducting direct observations of the respondents.Results: Post-disaster flood management involves a series of steps, ranging from prevention, mitigation, preparedness, to rapid response. Prevention includes risk analysis, spatial planning, and educational campaigns, while mitigation involves the development of anti-flood infrastructure and evacuation training. Conclusion: During disasters, the primary focus is rapid response using Emergency Response Theory, with an emphasis on evacuation and aid distribution. After the disaster, attention shifts to rehabilitation, infrastructure development, and economic recovery of affected communities. ABSTRAK Permasalahan/Latar Belakang (GAP): Indonesia, yang terletak di antara dua jalur tektonik utama di dunia, yaitu Cincin Api Pasifik dan Sabuk Mediterranea, sering mengalami bencana alam. Selain itu, negara ini juga memiliki curah hujan yang tinggi, berkisar antara 1.000 hingga 4.000 mm setiap tahunnya. Tujuan: Penelitian ini bertujuan untuk mengkaji "Manajemen Pasca Bencana Banjir di Distrik Paniai Timur, Kabupaten Paniai, Provinsi Papua Tengah." Penelitian ini memiliki tiga tujuan utama, yaitu untuk memahami manajemen pasca bencana banjir di Distrik Paniai Timur, mengidentifikasi hambatan dan faktor pendukung dalam manajemen tersebut, serta mengusulkan solusi yang tepat. Metode: Metode pengumpulan data yang digunakan meliputi observasi, wawancara, dan dokumentasi. Dalam konteks penelitian kualitatif ini, peneliti menjadi instrumen utama yang bertanggung jawab dalam pembuatan fokus, pemilihan informan, pengumpulan data, analisis, interpretasi, dan kesimpulan. Pedoman wawancara menjadi panduan bagi peneliti dalam melakukan observasi langsung terhadap narasumber.Hasil: Manajemen pasca bencana banjir mencakup serangkaian langkah, mulai dari pencegahan, mitigasi, kesiapsiagaan, hingga respons cepat. Pencegahan termasuk dalam hal analisis risiko, perencanaan tata ruang, dan kampanye edukasi, sementara mitigasi melibatkan pembangunan infrastruktur anti-banjir dan pelatihan evakuasi. Kesimpulan: Saat terjadi bencana, fokus utama adalah respons cepat menggunakan Teori Tanggap Darurat, dengan penekanan pada evakuasi dan distribusi bantuan. Setelah bencana berlalu, perhatian beralih pada rehabilitasi, pembangunan infrastruktur, dan pemulihan ekonomi masyarakat yang terdampak. Kata Kunci: Manajemen Pasca Bencana Banjir, Distrik Paniai Timur, Papua Tengah, Mitigasi Bencana, Respons Cepat.
