Abstract

ABSTRACT Problem Statement/Background (GAP): The Civil Registration and Vital Statistics Office of Toba Regency, located in the Balige District, faces significant challenges due to the considerable distance from other districts. This condition demands substantial time, effort, and cost, which in turn lowers public awareness and participation in managing their civil administration documents. Purpose: This study aims to evaluate the DUKCAPIL POLTAK innovation program in providing civil document issuance services, identify factors that hinder this innovation, and examine the efforts made by the Civil Registration Office of Toba Regency to overcome these obstacles. Method: The research method employed is qualitative descriptive, with data collected through observation, interviews, and documentation. Data analysis was conducted using reduction, presentation, and conclusion drawing methods based on Kuratko's theory of innovation characteristics, which include invention, Extention, duplication, and synthesis. Result: The findings indicate that the implementation of the DUKCAPIL POLTAK innovation has successfully increased the issuance of civil documents and improved the quality of the population database. Conclusion: To enhance this innovation, it is recommended that the Civil Registration Office of Toba Regency continuously evaluate, improve, and maintain facilities and infrastructure gradually, as well as actively engage in socialization efforts to village, sub-district, and district authorities. Keywords: Innovation, DUKCAPIL POLTAK, Civil Documents, Civil Registration ABSTRAK Permasalahan (GAP): Dinas Kependudukan dan Pencatatan Sipil Kabupaten Toba, yang terletak di Kecamatan Balige, menghadapi tantangan jarak yang cukup jauh dari kecamatan lainnya. Kondisi ini memerlukan waktu, tenaga, dan biaya yang cukup besar, sehingga menurunkan kesadaran masyarakat dalam pengurusan dokumen administrasi kependudukan. Tujuan: Penelitian ini bertujuan untuk mengevaluasi program inovasi DUKCAPIL POLTAK dalam pelayanan penerbitan dokumen kependudukan, mengidentifikasi faktor-faktor yang menghambat inovasi tersebut, serta mengkaji upaya yang dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Toba dalam mengatasi hambatan tersebut. Metode: Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Analisis data dilakukan dengan metode reduksi, penyajian, dan penarikan kesimpulan berdasarkan teori Kuratko tentang dimensi karakteristik inovasi yang mencakup penemuan, pengembangan, duplikasi, dan sintesis. Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi inovasi DUKCAPIL POLTAK telah berhasil meningkatkan penerbitan dokumen kependudukan dan memperbaiki kualitas basis data kependudukan. Kesimpulan: Untuk meningkatkan efektivitas inovasi tersebut, disarankan agar Dinas Kependudukan dan Pencatatan Sipil Kabupaten Toba terus melakukan evaluasi, perbaikan, dan pemeliharaan sarana serta prasarana secara bertahap, serta aktif melakukan sosialisasi kepada perangkat desa, kelurahan, dan kecamatan.
