Abstract

ABSTRAK Sampah sering mengacu kepada bahan material sisa yang tidak bermanfaat bagi manusia, permasalahan sampah terus terjadi mulai dari minimnya penerapan gaya hidup ramah lingkungan, maraknya penggunakan sekali pakai dan minimnya penegak hukum terkait pengelolaan sampah, adanya peraturan disetiap daerah yang melarang pembuangan sampah sembarangan tidak menyadarkan Masyarakat untuk taat pada peraturan tersebut.sebagai penegak peraturan daerah Satpol PP memiliki fungsi pengawasa untuk penegakan peraturan daerah, penelitian ini bertujuan untuk pengawasa ketertiban kebersihan lingkungan oleh satuan polisi pamong praja di kabupaten Deli Serdang Sumatera utara dan faktor penghambat dari pengawasan yang dilakukan oleh Satuan Polisi Pamong Praja. hasil penelitian pengawasan kebersihan lingkungan oleh Satuan Polisi Pamong Praja diKabupaten Deli Serdang masih banyaknya masyarakat yang tidak taat membuang sampah, Satuan Polisi Pamong Praja dibantu dengan Dinas Lingkungan Hidup untuk pengawasan perda Nomor 4 Tahun 2021 tentang pengelolahan sampah, karna Masyarakat yang masih tidak taat aturan yang memunculkan banyaknya TPS liar. pemerintah sudah membuat kebijakan persoalan sampah yang ditangananin pihak kecamatan berdasarkan Keputusan Bupati Nomor 217 tahun 2015 kecamatan harus bertenggung jawab dengan persoalan sampah dengan maksud mempermudah Masyarakat tetapi masih ada saja masyarakat yang membuang sampah sembarangan, sarana prasarana yang masih terlihat kurang memadai membuat penghambatnya pengawasan pengelolaan sampah diKabupaten Deli Serdang. saran yang diberikan penulis untuk memperjelas peraturan tentang pengelolan sampah terkait sanksi yang diberikan kepada masyarakat yang ditemukan membuang sampah sembarangan. Kata Kunci : Pengawasan, Pengelolaan Sampah, Satpol PP ABSTRACT Waste often refers to leftover materials that are not useful for humans, waste problems continue to occur starting from the lack of implementing environmentally friendly lifestyles, the widespread use of disposables and the lack of law enforcement regarding waste management, the existence of regulations in every region that prohibit littering of waste without making the public aware. to comply with these regulations. As an enforcer of regional regulations, Satpol PP has a supervisory function for enforcing regional regulations. This research aims to monitor environmental cleanliness by the civil service police unit in Deli Serdang district, North Sumatra and the inhibiting factors of supervision carried out by the Civil Service Police Unit. . The results of research on monitoring environmental cleanliness by the Civil Service Police Unit in Deli Serdang Regency are that there are still many people who do not comply with throwing away rubbish. The Civil Service Police Unit is assisted by the Environmental Service to monitor regional regulation Number 4 of 2021 concerning waste management, because people still do not obey the rules. giving rise to many illegal polling stations. The government has made a policy regarding waste issues which are handled by sub-districts based on Regent's Decree Number 217 of 2015, sub-districts must be responsible for waste issues with the aim of making things easier for the community, but there are still people who throw rubbish carelessly, infrastructure that still seems inadequate makes it difficult to monitor waste management. in Deli Serdang Regency. The suggestions given by the author are to clarify regulations regarding waste management regarding the sanctions given to people who are found throwing rubbish carelessly.
