Abstract

ABSTRACT Problem Statement/Background (GAP) : Poverty is one of the classic problems that until now has been a concern for the government. Poverty conditions in Indonesia where data obtained from BPS shows that the percentage of poor people until March 2023 is 9.36% with a total poor population of 25.90 million people. Deli Serdang Regency with a population of 1,953,986 people in 2022 based on BPS data has a poverty rate of only 3.62% or 85,280 poor people. This condition is the lowest in North Sumatra. The following is a table of the Percentage of Poor People in Regencies/Cities in North Sumatra in 2020-2022. Purpose: The purpose of the research was to find out the implementation of adaptive governance in the implementation of poverty alleviation strategies in Deli Serdang Regency. Method: The research uses a qualitative approach method with data collection techniques through observation, interviews and documentation. The research was based on the Deli Serdang Regency Social Service. The theory used is adaptive Governance sharma (2018). Result : The Social Service as a leading sector in poverty alleviation collaborates with the village government, sub-district, and the Service and Agency with the role of local communities in collecting data and monitoring conditions in the poor category. Community empowerment and order not only provide assistance but also improve the competence and quality of human resources in the hope that there can be continuity with community involvement in activities. Decision-making and knowledge as a process of understanding the exchange of knowledge in achieving the goals of the collaborating parties to achieve the goals with the decision remaining in the Regional Head. Conclusion: The Social Service as a leading sector in poverty alleviation collaborates with government or non-government institutions by prioritizing community service and services to achieve common goals. The suggestions given are in the form of making a poverty alleviation master plan in Deli Serdang Regency. Keywords: Adaptive, Social Service, Deli Serdang, Poverty, and Governance. ABSTRAK Permasalahan/Latar Belakang (GAP): Kemiskinan merupakan salah satu masalah klasik yang hingga saat ini menjadi perhatian bagi pemerintah. Kondisi kemiskinan di Indonesia dimana data yang didapatkan dari BPS bahwa persentase penduduk miskin di hingga bulan Maret 2023 yaitu 9,36% dengan jumlah penduduk miskin 25,90 Juta jiwa. Kabupaten Deli Serdang dengan jumlah penduduk 1.953.986 Jiwa pada tahun 2022 berdasarkan data BPS mempunyai kondisi tingkat kemiskinan hanya diangka 3,62% atau 85.280 Jiwa Penduduk miskin. Kondisi tersebut menjadi yang terendah seSumatera Utara. Berikut tabel Persentase Penduduk Miskin di Kabupaten/Kota di Sumatera Utara pada tahun 2020-2022. Tujuan: Tujuan dari penelitian yang dilakukan untuk mengetahui pelaksanaan tata kelola adaptif dalam implementasi strategi penanggulangan kemiskinan di Kabupaten Deli 2 Serdang. Metode: Penelitian menggunakan metode pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Penelitian berlokus pada Dinas Sosial Kabupaten Deli Serdang. Teori yang digunakan yaitu adaptive Governance sharma (2018). Hasil/Temuan: Dinas Sosial sebagai leading sector dalam penanggulangan kemiskinan yang berkolaborasi dengan pemerintah desa, kelurahan, kecamatan, dan Dinas dan Badan dengan peran masyarakat lokal berperan dalam pendataan dan pengawasan kondisi yang berada dalam kateogri miskin. Pemberdayaan dan ketertiban masyarakat tidak hanya memberikan bantuan tetapi meningkatkan kompetensi dan kualitas SDM dengan harapan dapat terjadi kesinambungan dengan keterlibatan masyarakat dalam kegiatan. Pembuatan keputusan dan pengetahuan sebagai proses pemahaman pertukaran pengetahuan dalam mencapai tujuan dari pihak berkolaborasi untuk mencapai tujuan dengan keputusan tetap berada di Kepala Daerah. Kesimpulan: Dinas Sosial sebagai leading Sector dalam penanggulangan kemiskinan berkolaborasi dengan lembaga pemerintah ataupun nonpemerintah dengan mengutamakan pengabdian dan pelayanan masyarakat untuk mencapai tujuan bersama. Saran yang diberikan berupa membuat masterplan penanggulangan kemiskinan di Kabupaten Deli Serdang. Kata kunci: Adaptif, Dinas Sosial, Deli Serdang, Kemiskinan, dan Tata Kelola.
