Abstract

ABSTARCT Problem/Background (GAP): Performance is an influential element in proving the success of an institution or organization. performance of the Padangsidimpuan City Leadership Protocol and Communication Section in compiling the regional head's work program for Padangsidimpuan City, what are the supporting and inhibiting factors for the Leadership Protocol and Communication Section in compiling the regional head's work program, as well as what efforts are made in compiling the regional head's work program. Purpose: to know the performance of the Leadership Protocol and Communication Section in preparing regional heads' work programs, to know and analyze the supporting and inhibiting factors in the Leadership Protocol and Communication Section, and to know and analyze the efforts made by the Leadership Protocol and Communication Section in preparing the Regional Head's Work Program for Padangsidimpuan City. Method: This research uses a descriptive qualitative method with an inductive approach. Data collection techniques include interviews, observation and documentation. Results/Findings: The results of this research show that the Performance of the Leadership Protocol and Communication Section in Preparing the Work Program for the Regional Head of Padangsidimpuan City is influenced by several factors, namely productivity factors, service quality factors, responsiveness factors, accountability factors, but there are still inhibiting factors , namely that employees have not been able to innovate in compiling regional heads' work programs, the use of the protocol budget has not been efficient, the ability of protocol employees has not been able to coordinate regional heads' work programs. Conclusion: The performance of the leadership protocol and communication section is not good and really needs to be improved. Some of the issues that arise are not only caused by protocol employees, but also due to changes in regional heads' schedules, unpreparedness of protocol officers in the field, leadership preferences, lack of protocol competence, condition of the event venue, and other factors. Keywords: Performance, Leadership Protocol and Communication Section, Work Program ABSTRAK Permasalahan/Latar Belakang (GAP): Kinerja adalah unsur yang berpengaruh dalam membuktikan keberhasilan suatu lembaga atau organisasi. kinerja Bagian Protokol dan Komunikasi Pimpinan Kota Padangsidimpuan dalam menyusun program kerja kepala daerah Kota Padangsidimpuan, apa yang menjadi faktor pendukung dan penghambat Bagian Protokol dan Komunikasi Pimpinan dalam menyusun program kerja kepala daerah, serta upaya apa yang dilakukan dalam menyusun program kerja kepala daerah. Tujuan: Mengetahui kinerja bagian protokol dan komunikasi pimpinan dalam menyusun program kerja kepala daerah, mengetahui dan menganalisis faktor pendukung dan penghambat di bagian protokol dan komunikasi pimpinan, serta mengetahui dan menganalisis upaya yang dilakukan bagian protokol dan komunikasi pimpinan dalam menyusun program kerja kepala daerah kota padangsidimpuan. Metode: Penelitian ini menggunakan metode Kualitatif Deskriptif dengan pendekatan Induktif. Teknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Hasil/Temuan: Hasil penelitian ini menunjukan bahwa Kinerja Bagian Protokol dan Komunikasi Pimpinan dalam Menyusun Program Kerja Kepala Daerah Kota Padangsidimpuan dipengaruhi oleh beberapa faktor yaitu faktor produktivitas, faktor kualitas layanan, faktor responsivitas, faktor responsibilitas, faktor akuntabilitas, akan tetapi masih terdapat faktor penghambat, yaitu pegawai belum mampu berinovasi dalam menysusun program kerja kepala daerah, penggunaan anggaran protokoler belum efisien, kemampuan pegawai protokoler belum bisa mengkordinasikan program kerja kepala daerah. Kesimpulan: Kinerja bagian protokol dan komunikasi pimpinan belum baik dan sangat perlu diperbaiki lagi. Beberapa isu yang muncul tidak hanya disebabkan oleh pegawai protokoler semata, tetapi juga karena perubahan jadwal kepala daerah, ketidaksiapan petugas protokoler di lapangan, preferensi pimpinan, kurangnya kompetensi protokoler, kondisi tempat acara, dan faktor-faktor lainnya.
