Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of forest and land fires in Palangka Raya City and the need for collaboration to prevent forest and land fires in order to reduce the number of fires that occur. Purpose: The aim of this research is to determine collaborative governance in preventing forest and land fires in Palangka Raya City. Method: This research uses exploratory qualitative methods and analysis of collaborative governance according to Ansell and Gash's theory. Data collection techniques were carried out using in-depth interviews (8 informants), observation and documentation. Result: The findings obtained by the author in this research are that collaborative governance in preventing forest and land fires in initial conditions is classified as good, institutional design is classified as not good, facilitative leadership is classified as good, and the collaboration process is classified as sufficient because there are still obstacles to collaboration between the government and community. public and private. Conclusion: The collaboration carried out has not gone well and optimally because no meetings have been held. New meetings are held when hotspots emerge or the mayor of Palangka Raya has determined the status of forest and land fires. Keywords: collaborative governance, prevention, forest and land fires ABSTRAK Permasalahan (GAP): Penulis berfokus pada permasalahan kebakaran hutan dan lahan di Kota Palangka Raya serta perlunya kolaborasi untuk pencegahan kebakaran hutan dan lahan agar dapat mengurangi jumlah kebakaran yang terjadi. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui collaborative governance dalam pencegahan kebakaran hutan dan lahan di Kota Palangka Raya. Metode: Penelitian ini menggunakan metode kualitatif eksploratif dan analisis terhadap collaborative governance menurut Teori Ansell dan Gash. Teknik pengumpulan data dilakukan dengan wawancara mendalam (8 informan), observasi dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu collaborative governance dalam pencegahan kebakaran hutan dan lahan pada kondisi awal tergolong baik, desain kelembagaan tergolong tidak baik, kepemimpinan fasilitatif tergolong baik, dan proses kolaborasi tergolong cukup karena masih terdapat terkendala dengan baru dilakukan kolaborasi antara pemerintah, komunitas masyarakat dan swasta. Kesimpulan: kolaborasi yang dilakukan belum berjalan dengan baik dan maksimal karena belum adanya pertemuan yang dilakukan. Pertemuan baru dilakukan ketika munculnya titik api atau walikota Palangka Raya telah menetapkan status pada kebakaran hutan dan lahan.
