Abstract
ABSTRACT Problem/Background (GAP): Problems related to the effectiveness of Digital ID implementation are studied with Gibson's (1996) effectiveness theory which has Productivity, Quality, Efficiency, Flexibility and Satisfaction Indicators. This research was prepared to find out how effective the application of Digital ID is in improving population administration services and to find out what are the supporting and inhibiting factors for the application of Digital ID and the efforts made by the Population and Civil Registration Office of Southwest Aceh Regency to optimize and accelerate the achievement of national targets in Digital ID activation. Purpose: To determine the effectiveness of the implementation of Digital ID in the Population and Civil Registration Office of Southwest Aceh Regency in overcoming obstacles to the implementation of Digital Id. Method: This research is a type of qualitative research with descriptive methods. The data collection techniques used are interviews, observations, questionnaires and documentation. Results/Findings: The findings of the research, analyzed using organizational effectiveness theory, indicate that the implementation of Digital ID in improving population administration services at the West Southwest Aceh Population and Civil Registration Office still has some shortcomings in terms of quality, efficiency, and satisfaction, such as indicators related to facilities, infrastructure, the time required for IKD activation, and public satisfaction. Conclusion: Based on the results of research and discussions conducted, it can be concluded that the effectiveness of the implementation of Digital Id or Digital Population Identity (IKD) in improving population administration services at the Population and Civil Registration Office of Southwest Aceh Regency Keywords: Effectiveness, Digital ID, Population Administration ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan terkait efektivitas penerapan Digital ID ini dikaji dengan teori efektivitas Gibson (1996) yang memiliki Dimensi Produktivitas, Kualitas, Efisiensi, Fleksibelitas dan Kepuasan. Penelitian ini disusun untuk mengetahui seberapa efektif penerapan Digital ID dalam meningkatkan pelayanan administrasi kependudukan serta untuk mengetahui apa saja faktor pendukung dan penghambat penerapan Digital ID dan upaya yang dilakukan Dinas Kependudukan dan Pencatatan Sipil Kabupaten Aceh Barat Daya untuk mengoptimalkan dan mempercepat pencapaian target nasional dalam aktivasi Digital ID. Tujuan: Untuk mengetahui efektivitas penerapan Digital ID di Dinas Kependudukan dan Pencatatan Sipil 2 Kabupaten Aceh Barat Daya dalam mengatasi hambatan penerapan Digital Id. Metode: Penelitian ini merupakan jenis penelitian kualitatif dengan metode deskriptif. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi, kuesioner dan dokumentasi. Hasil/Temuan: Hasil penelitian dengan teori efektivitas organisasi menunjukan penerapan Digital ID dalam meningkatkan pelayanan administrasi kependudukan pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Aceh Barat Daya. Kesimpulan: Berdasarkan hasil penelitian dan pembahasan yang dilakukan dapat disimpulkan bahwa efektivitas penerapan Digital Id atau Identitas Kependudukan Digital (IKD) dalam meningkatkan pelayanan administrasi kependudukan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Aceh Barat daya.
