Abstract

ABSTRACT Problem Statment/Background (GAP): A website is one of the forms of government digitalization. The North Lampung Regency Government has a website, lampungutarakab.go.id, as its main regional government website. The condition of the website, which contains outdated information and several inaccessible menus, has intrigued researchers to conduct a study. Purpose: The aim of the research is to determine the quality of the lampungutarakab.go.id website in realizing an electronic-based government system in North Lampung Regency. Methods: The research was conducted using qualitative methods with data collection techniques through observation, interviews, and documentation. The study utilizes the website quality theory according to Rocha (2012). Results: The research findings indicate that the quality of the lampungutarakab.go.id website still has outdated information and some menus that cannot be accessed. This condition occurs due to the limitations of data and information as well as human resources. Conclusion: The quality of the lampungutarakab.go.id website can be concluded that the published information is accurate but limited to basic information, and there are still some pieces of information that have not been updated. The website is considered secure as there have been no incidents of website hacking and the content of the website does not contain confidential information. Efforts made by the North Lampung Regency Communication and Information Office to improve the quality of the Lampungutarakab.go.id website include proposing the recruitment of civil servants with special expertise in information technology to the BKD to support digital government, particularly the website, assigning tasks to Computer Operators, and conducting comparative studies with other regional governments. Keywords: Quality, North Lampung, SPBE, and Website ABSTRAK Permasalahan/Latar Belakang (GAP): Website merupakan salah satu bentuk dari digitalisasi pemerintahan. Pemerintah Kabupaten Lampung Utara mempunyai sebuah website yaitu lampungutarakab.go.id sebagai website utama Pemerintah Daerahnya. Kondisi website yang informasinya belum terbarukan dan beberapa menu yang tidak bisa diakses menjadikan peneliti tertarik untuk melakukan penelitian. Tujuan: Tujuan penelitian untuk mengetahui kualitas website lampungutarakab.go.id dalam mewujudkan sistem pemerintahan berbasis elektronik di Kabupaten Lampung Utara. Metode: Penelitian yang dilakukan dengan menggunakan metode kualitatif dengan teknik pengumpulan data dengan cara observasi, wawancara dan dokumentasi. Penelitian yang dilakukan menggunakan teori kualitas website menurut Rocha (2012). Hasil/Temuan: Hasil penelitian didapatkan bahwa kualitas website lampungutarakab.go.id masih terdapat informasi yang belum diperbarui dan menu yang tidak bisa diakses kondisi tersebut terjadi karena keterbatasan data dan informasi serta sumber daya manusia. Kesimpulan: Kualitas website lampungutarakab.go.id dapat disimpulkan bahwa informasi yang dipublikasikan merupakan informasi yang akurat tetapi informasi hanya terbatas akan informasi dasar dan masih ada beberapa informasi yang belum dilakukan pembaruan. Website dinilai aman dikarenakan belum pernah adanya kejadian pembobolan website dan isi dari website tidak mengandung informasi yang bersifat rahasia. Upaya yang dilakukan oleh Dinas Komunikasi dan Informatika Kabupaten Lampung Utara dalam meningkatkan kualitas website Lampungutarakab.go.id dengan cara melakukan pengajuan pengusulan perekrutan ASN yang memiliki keahlian khusus di bidang teknologi informasi kepada BKD untuk mendukung pemerintah digital khususnya website, membagi tugas kepada Pranata Komputer serta mengadakan studi banding terhadap pemerintah daerah lainnya.
