Abstract

ABSTRACT Problem/Background (GAP): Lack of communication between the Village Government and the Village Consultative Body (BPD) in preparing the 2023 village government work plan in Lendang Ara village has resulted in complaints from the community about the construction of irrigation canals because they are seen as not paying attention to the community's priority scale. Purpose: To find out government communication in preparing the 2023 village government work plan in Lendang Ara village and what factors hinder government communication in preparing the 2023 village government work plan in Lendang Ara village. Methods: This research uses a descriptive qualitative method then the technical sample used is Purposive Sampling. Results: Government communication in preparing the 2023 village government work plan in Lendang Ara village uses the Malayu Hasibuan concept, namely in the field of partnership it has gone well, but in the field of coordination and consultation it has not run optimally. This is because the BPD is less active in carrying out its duties and functions. Conclusion: Government communication in preparing the 2023 village government work plan in Lendang Ara village in the partnership sector has gone well, with the determination of the village government's work plan running according to schedule and without obstacles. However, in the field of consultation and coordination, progress was not optimal because in village development planning deliberations the BPD was less active so that communication tended to be one way only and in its implementation village deliberations were not carried out by the BPD but rather carried out by the village government. The factors that hinder government communication are communication patterns, BPD's lack of understanding of its functions and the public's lack of understanding of BPD's functions. In order to improve government communication in preparing Village government work plans in Lendang Ara village, it is recommended that capacity building of the BPD is needed by implementing training and conducting outreach to the community about the duties of the BPD and the role that the community has in village development. Keywords : Government Communication, Village Government, BPD ABSTRAK Permasalahan(GAP): Komunikasi yang kurang antara Pemerintah Desa dan Badan Pemusyawaratan Desa (BPD) dalam penyusunan rencana kerja pemerintah desa tahun 2023 di desa Lendang Ara menyebabkan pembangunan saluran irigasi di keluhkan masyarakat karena di anggap tidak memerhatikan skala prioritas masyarakat. Tujuan: Untuk mengetahui komunikasi pemerintahan dalam penyusunan rencana kerja pemerintah desa tahun 2023 di desa Lendang Ara serta factor apa yang menghambat komunikasi pemerintahan dalam penyusunan rencana kerja pemerintah desa tahun 2023 di desa Lendang Ara. Metode: Penelitian ini menggunakan metode kualitatif deskriptif kemudian teknis sampel yang digunakan adalah Purposive Sampling. Hasil/Temuan: Komunikasi pemerintahan dalam penyusunan rencana kerja pemerintah desa tahun 2023 di desa Lendang Ara dengan menggunakan konsep Malayu Hasibuan yaitu pada bidang kemitraan sudah berjalan baik, akan tetapi pada bidang koordinasi dan konsultasi belum berjalan optimal. Hal ini di karenakan BPD kurang aktif dalam menjalankan tugas dan fungsinya. Kesimpulan: Komunikasi pemerintahan dalam penyusunan rencana kerja pemerintah desa tahun 2023 di desa Lendang Ara pada bidang kemitraan sudah berjalan baik, dengan penetapan rencana kerja pemerintah desa berjalan sesuai jadwal dan tanpa hambatan. Akan tetapi dalam bidang konsultasi dan koordinasi berjalan belum optimal dikarenakan dalam musyawarah perencanan pembangunan desa BPD kurang aktif sehingga komunikasi yang berjalan cenderung satu arah saja serta pada pelaksanaannya musyawarah desa tidak di laksanakan BPD melainkan di laksanakan oleh pemerintah desa. Adapun factor yang menghambat komunikasi pemerintahan yaitu pola komunikasi, BPD kurang memahami fungsi serta kurang pahamnya masyarakakat terhadap fungsi BPD. Guna meningkatkan komunikasi pemerintahan dalam penyusunan rencana kerja pemerintah Desa di desa Lendang Ara, disarankan di perlukan peningkatan kapasitas dari BPD dengan dilaksanakannya Diklat serta di adakannya sosialisasi ke masyarakat tentang tugas BPD dan peran yang dimiliki masyarakat dalam pembangunan desa.
