Abstract

ABSTRACT Problem/Background (GAP) : Poverty is one of the branches of the problem – another problem, the problem of poverty can lead to significant social and economic inequalities. In an effort to address this problem, the Indonesian Government has implemented various policies and programmes to combat poverty, one of which is the Hope Family Program. (PKH). Purpose : This study aims to evaluate poverty alleviation related through the Hope Family Program (PKH) in Gampong Alue Dragon. Method: This research method uses descriptive methods. Data collection techniques through interviews, observations and documentation. This research uses William N. Dunn's evaluation theory. There are several criteria for policy evaluation according to William N Dunn, namely effectiveness, efficiency, adequacy, hardness, responsiveness and accuracy. Result: The authors' findings in this study are that the implementation of the program has not yet reached the target. This is due to a number of impeding factors: 1) the poor quality of education of the Gampong Alue Dragon community, 2) the lack of accurate data, 3) too frequent system changes, 4) lack of socialization of officers and implementers in the area, and 5) still lack of empowerment of the gampong community so that the community is used to only as a recipient of aid but no further management is carried out. Conclusion: Based on the results of this study, it can be concluded that the evaluation of poverty reduction through the Hope Family Program (PKH) in Gampong Alue Dragon has not achieved optimal results. From the results of this research, the author's advice is that in the maintenance of this program, the government should continue to make improvements in its implementation and also need to update appropriate and valid data, improve education and information for the public as well as strengthening monitoring and evaluation. Keywords: Evaluation, Family Hope Program, Gampong ABSTRAK Permasalahan/Latar Belakang (GAP) : Kemiskinan merupakan salah satu permasalahan yang menjadi cabang dari masalah – masalah lainnya, permasalahan kemiskinan dapat mengakibatkan ketidaksetaraan sosial dan ekonomi yang signfikan. Dalam upaya guna mengatasi permasalahan ini, Pemerintah Indonesia telah menerapkan berbagai kebijakan serta program guna menanggulangi kemiskinan yang terjadi, salah satunya ialah Program Keluarga Harapan (PKH). Tujuan : Penelitian ini bertujuan guna mengevaluasi terkait penanggulangan kemiskinan melalui Program Keluarga Harapan (PKH) di Gampong Alue Naga. Metode : Metode penelitian ini menggunakan metode deskriptif. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Penelitian ini menggunakan teori evaluasi William N Dunn. Terdapat beberapa kriteria evaluasi kebijakan menurut William N Dunn, yaitu efektivitas, efisiensi, kecukupan, kemerataan, responsivitas dan ketepatan. Hasil/ Temuan : Temuan yang diperoleh penulis dalam penelitian ini adalah dalam pelaksanaan program tersebut masih belum mencapai sasaran. Hal tersebut disebabkan oleh beberapa faktor penghambat yaitu 1) rendahnya kualitas pendidikan masyarakat Gampong Alue Naga, 2) ketidaktersediaan data yang akurat, 3) perubahan sistem yang terlalu sering, 4) kurangnya sosialisasi terhadap petugas serta pelaksana di daerah, dan 5) masih kurangnya pemberdayaan terhadap masyarakat gampong sehingga masyarakat hanya terbiasa sebagai penerima bantuan namun tidak dilakukan pengelolaan lebih lanjut. Kesimpulan : Berdasarkan hasil penelitian ini dapat disimpulkan bahwa evaluasi penanggulangan kemiskinan melalui Program Keluarga Harapan (PKH) di Gampong Alue Naga belum mencapai hasil yang optimal. Dari hasil penelitian ini, saran yang diberikan oleh penulis yaitu Dalam penyelenggaraan program ini pemerintah perlu terus melakukan perbaikan dalam implementasinya dan juga diperlukan pembaruan data yang tepat serta valid, melakukan peningkatan edukasi dan informasi bagi masyarakat serta penguatan monitoring dan evaluasi.
