Abstract

ABSTRACT Problem Statement/Background (GAP): The Mayor of Madiun Regulation Number 19 of 2019 concerning the Orderliness of Street Vendors is one of the policies issued by the Mayor of Madiun to reduce the level of violations by Street Vendors in Madiun City. Violations that still occur include the location of Street Vendors selling in places that are not designated. Objective: This study aims to determine and describe how the evaluation of the policy of ordering Street Vendors in the Madiun City Square and how the Satuan Polisi Pamong Praja Kota Madiun in overcoming the problem of ordering Street Vendors. Method: The method used in this research is a descriptive qualitative method. Data collection techniques with interviews, observations and documentation. Data analysis techniques by reducing data, presenting data, and drawing conclusions. Results/Findings: The results of the study show that the Evaluation of the Policy of Ordering Street Vendors in the Madiun City Square is quite good but has not yet reached the target set in dealing with the problem of arranging Street Vendors. This is evidenced by the stalls that have not all been filled by Street Vendors. Where from the dimension of effectiveness, the Satpol PP Kota Madiun has not yet reached the target set in dealing with the problem of arranging Street Vendors. Conclusion: The policy of ordering Street Vendors is not yet fully understood by all Street Vendors in the Madiun City Square. Keywords: Evaluation, Policy, Regulation, Street Vendors   ABSTRAK Permasalahan (GAP): Peraturan Walikota Kota Madiun Nomor 19 Tahun 2019 Tentang Penertiban Pedagang Kaki Lima merupakan salah satu kebijakan yang dikeluarkan oleh Walikota Madiun guna menurunkan tingkat pelanggaran Pedagang Kaki Lima di Kota Madiun. Pelanggaran yang masih terjadi antara lain lokasi berjualan Pedagang Kaki Lima tidak sesuai pada tempat yang telah ditentukan. Tujuan : Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan bagaimana evaluasi kebijakan penertiban Pedagang Kaki Lima di Alun-alun Kota Madiun serta bagaimana Satuan Polisi Pamong Praja Kota Madiun dalam mengatasi permasalahan penertiban Pedagang Kaki Lima. Metode : Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif. Teknik pengumpulan data dengan wawancara, observasi dan dokumentasi. Teknik analisis data dengan cara reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/ Temuan : Hasil penelitian menunjukkan bahwa Evaluasi Kebijakan Penertiban Pedagang Kaki Lima di Alun-alun Kota Madiun sudah cukup baik namun masih belum mencapai target yang telah ditentukan dalam menangani masalah penataan Pedagang Kaki Lima. Terbukti dengan adanya lapak yang belum semuanya terisi oleh Pedagng Kaki Lima. Dimana dari dimensi efektivitas, Satpol PP Kota Madiun masih belum mencapai target yang telah ditentukan dalam menangani masalah penataan Pedagang Kaki Lima. Kesimpulan : kebijakan penertiban Pedagang Kaki Lima belum sepenuhnya dipahami oleh seluruh Pedagang Kaki Lima di alun-alun Kota Madiun.
