Abstract
ABSTRACT Problem Statement/Background (GAP): In improving performance, there needs to be a balance between the quality and quantity of employees and their competencies, so meeting employee needs must be in accordance with their abilities and expertise. Purpose: The aim of this research is to determine the analysis of employee needs through job analysis and workload analysis, inhibiting factors and efforts made. Method: This research is qualitative research with descriptive methods and an inductive approach. Data collection techniques use interviews, observation and documentation. As well as data analysis techniques using data reduction, data presentation, and drawing conclusions. Result: The results of the research show that the analysis of employee needs at the Personnel and Human Resources Development Agency of Paser Regency, East Kalimantan Province in the dimensions of job descriptions and time norms has been carried out well, while in the dimensions of job requirements and work volume it has not been carried out well. The factor is the lack of availability of human resources both in terms of quantity and quality. Conclusion: The analysis of employee needs at the Personnel and Human Resources Development Agency of Paser Regency, East Kalimantan Province in the dimensions of job descriptions and time norms has been carried out well, while in the dimensions of job requirements and work volume it has not been carried out well. Keywords: Analysis, Employee Needs ABSTRAK Permasalahan/Latar Belakang (GAP): Dalam meningkatkan kinerja, perlu adanya keseimbangan antara kualitas dan kuantitas pegawai serta kompetensi yang dimiliki maka pemenuhan kebutuhan pegawai harus sesuai dengan kemampuan dan keahliannya. Tujuan: Tujuan penelitian ini guna mengetahui analisis kebutuhan pegawai melalui analisis jabatan dan analisis beban kerja, faktor penghambat dan upaya yang dilakukan. Metode: Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif dan pendekatan induktif. Teknik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Serta teknik analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil dari pelaksanaan penelitian bahwa analisis kebutuhan pegawai di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Paser Provinsi Kalimantan Timur dalam dimensi uraian pekerjaan dan norma waktu telah terlaksana dengan baik sedangkan pada dimensi persyaratan jabatan dan volume kerja belum terlaksana dengan baik. Faktornya adalah kurang tersedianya sumber daya manusia baik dari segi kuantitas maupun kualitas. kesimpulan: Analisis kebutuhan pegawai di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Paser Provinsi Kalimantan Timur dalam dimensi uraian pekerjaan dan norma waktu telah terlaksana dengan baik sedangkan pada dimensi persyaratan jabatan dan volume kerja belum terlaksana dengan baik.
