Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of Low work motivation of Civil Servants in Timor Tengah Selatan Regency when carrying out their work. Purpose: This study aims to know how to implement the policy of providing additional employee income in increasing the work motivation of civil servants in Timor Tengah Selatan Regency. Method: This study uses qualitative descriptive methods and analysis of policy implementation according to Edwards III and motivation according to Maslow. Data collection techniques were carried out using observation, documentation, in-depth interviews (14 informants) and data triangulation. Result: The findings obtained by the author in this research are that the implementation of the policy of providing additional income for employees in Timor Tengah Selatan Regency has not gone well due to several inhibiting factors and the efforts made by the government to overcome factors inhibiting policy implementation. Conclusion: The implementation of the policy of providing additional employee income in Timor Tengah Selatan Regency has not gone well due to inhibiting factors such as the inadequate regional financial condition of Timor Tengah Selatan Regency, manipulation of attendance data and employee performance recaps and delays in collecting data on payment submission recaps. Efforts that have been carried out include increasing the regional original revenue budget, increasing supervision by leadership and providing a deadline for submitting payments. Keywords: Policy Implementation; additional income, motivation ABSTRAK Permasalahan/Latar Belakang (GAP): Peneliti berfokus pada permasalahan rendahnya motivasi kerja Pegawai Negeri Sipil di Kabupaten Timor Tengah Selatan saat melaksanakan pekerjaannya. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui bagaimana implementasi kebijakan pemberian Tambahan Penghasilan Pegawai dalam meningkatkan motivasi kerja Pegawai Negeri Sipil di Kabupaten Timor Tengah Selatan. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dan analisis terhadap implementasi kebijakan menurut Edwards III dan motivasi menurut Maslow. Teknik Pengumpulan data dilakukan dengan observasi, dokumentasi, wawancara mendalam (14 orang) dan triangulasi data. Hasil/Temuan: Temuan yang diperoleh peneliti dalam penelitian ini yaitu implementasi kebijakan pemberian Tambahan Penghasilan Pegawai di Kabupaten Timor Tengah Selatan belum berjalan dengan baik disebabkan oleh beberapa faktor penghambat dan upaya yang dilakukan oleh pemerintah untuk mengatasi faktor penghambat implementasi kebijakan. Kesimpulan: Implementasi kebijakan pemberian Tambahan Penghasilan Pegawai di Kabupaten Timor Tengah Selatan belum berjalan dengan baik akibat faktor-faktor penghambat seperti, kondisi keuangan daerah Kabupaten Timor Tengah Selatan yang tidak mencukupi, adanya manipulasi data kehadiran dan rekapan kinerja pegawai dan keterlambatan pengumpulan data rekapan pengajuan pembayaran. Upaya yang telah dijalankan yaitu meningkatkan anggaran pendapatan asli daerah, meningkatkan pengawasan oleh pimpinan dan memberikan batas waktu pengajuan pembayaran.
