Abstract
ABSTRACT (in english) Problem Statement/Background (GAP): The advancement of science and technology demands that the government implement electronic-based services to enhance electronic governance (e-government) in order to improve effectiveness. E-tilang is the digitization of the ticketing process using technology to aid its execution. An application to assist in the follow-up process of ticketing is expected to make the ticketing process more effective in helping law enforcement agencies with administrative management. Purpose: This research aims to understand and analyze the effectiveness of the e-tilang system in implementing e-government towards the community in South Tapanuli Regency and to identify the factors hindering this e-tilang system in order to find solutions to these issues. Method: This research utilizes qualitative research methods with the effectiveness theory based on Duncan in Steers (1985:53) to measure the Effectiveness of Using the E-Tilang System as an Implementation of E-government in South Tapanuli Regency. The explanation of the measures used in this theory includes goal achievement, integration, and adaptation. Results: This research shows that the use of the e-tilang system in South Tapanuli Regency can provide convenience in resolving ticketing issues for the people of South Tapanuli Regency. Conclusion: The conclusion of the research titled Effectiveness of Using the E-Tilang System in Implementing E-Government in South Tapanuli Regency can be considered effective in providing services that can facilitate the people of South Tapanuli Regency. The suggestion from this research is that the South Tapanuli Police must provide more understanding to the community to prevent it from becoming confusing again, both directly and through social media assistance. Keywords: E-Tilang System, Effectiveness, Improvement, Socialization ABSTRAK (in bahasa) Permasalahan (GAP): Semakin majunya IPTEK menuntut pemerintah agar mewujudkan pelayanan berbasis elektronik untuk meningkatkan pemerintahan berbasis elektronik (e-government) sehingga dapat meningkatkan efektivitas. E-tilang merupakan digitalisasi proses tilang yang menggunakan teknologi untuk membantu menjalankannya. Aplikasi untuk membantu proses tindak lanjut dari penilangan diharap menjadikan proses tilang menjadi semakin efektif untuk membantu aparat penegak hukum untuk manajemen administrasi. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis bagaimana efektivitas penggunaan sistem e-tilang dalam penerapan e-government terhadap masyarakat di Kabupaten Tapanuli Selatan dan untuk mengetahui apa faktor yang menghambat sistem e-tilang ini agar dapat dilakukan upaya penyelesaian dari permasalahan tersebut. Metode: Penelitian ini menggunakan metode penelitian kualitatif dengan teori efektivitas berdasarkan Duncan dalam Steers (1985:53) guna mengukur Efektivitas Penggunaan Sistem E-Tilang sebagai Penerapan E-government di Kabupaten Tapanuli Selatan. Adapun penjelasan ukuran yang dipakai oleh dari teori ini yaitu pencapaian tujuan, integrasi, dan adaptasi. Hasil/Temuan: Penelitian ini menunjukkan bahwa penggunaan sistem e-tilang di Kabupaten Tapanuli Selatan dapat memberikan kemudahan dalam penyelesaian masalah tilang bagi masyarakat Kabupaten Tapanuli Selatan. Kesimpulan: Kesimpulan dari penelitian yang berjudul Efektivitas Penggunaan Sistem E-Tilang dalam Penerapan E-Government di Kabupaten Tapanuli Selatan dapat dikatakan efektif dalam memberikan pelayanan yang dapat memudahkan masyarakat di Kabupaten Tapanuli Selatan. Saran dari penelitian ini yaitu Polres Tapanuli Selatan harus lebih banyak memberikan pemahaman kepada masyarakat agar tidak menjadi hal yang membingungkan lagi baik secara langsung maupun melalui bantuan media sosial.
