Abstract

ABSTRACT Problem Statement/Background (GAP): Researchers focused on the problem that not all public bodies within the Blitar City Government have implemented the preparation of the Public Information List by Information Commission Regulation Number 1 of 2021 concerning Public Information Service Standards, so an innovation emerged in the formation of the DIOPEN (Disclosure Informasi Publik Terintegrasi) application by the Blitar City Communication, Information, and Statistics Office. Purpose: This study aims to determine how the management of the DIOPEN application in the Blitar City Government. Method: The research method used by researchers is a qualitative method and management analysis using POAC Management theory according to George R. Terry. Data collection techniques were carried out through observation, interviews, and documentation. Result: The result of the research is that application management has been done well. In the planning section, the DIOPEN application was formed because the DIP prepared by each regional apparatus was still manual. In organizing, it is explained that each field in Diskominfotik Blitar City is part of the application formation. In actuating, through the DIOPEN application, interaction between the government and the community is formed. In control, it is explained that there are obstacles, namely the need for application performance reports and application maintenance. Conclusion: Based on the results of the analysis, the management of the DIOPEN application is good, it just needs improvement, especially in the budgeting, maintenance, and application performance reports. ABSTRAK Permasalahan/Latar Belakang (GAP): Peneliti berfokus pada permasalahan belum seluruh badan publik yang berada di lingkungan Pemerintah Kota Blitar melaksanakan penyusunan Daftar Informasi Publik sesuai dengan Peraturan Komisi Informasi Nomor 1 Tahun 2021 tentang Standar Layanan Informasi Publik, sehingga muncul inovasi pembentukan aplikasi DIOPEN (Disclosure Informasi Publik Terintegrasi) oleh Dinas Komunikasi, Informatika, dan Statistik Kota Blitar. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana manajemen terhadap aplikasi DIOPEN di Pemerintah Kota Blitar. Metode: Metode penelitian yang digunakan oleh peneliti adalah metode kualitatif dan analisis manajemen menggunakan teori Manajemen POAC menurut George R. Terry. Teknik pengambilan data dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil/Temuan: Hasil dari penelitian yaitu manajemen aplikasi sudah dilakukan dengan baik. Pada bagian planning adalah aplikasi DIOPEN dibentuk akibat DIP yang disusun oleh masing-masing perangkat daerah masih manual. Pada organizing dijelaskan setiap bidang pada Diskominfotik Kota Blitar menjadi bagian dalam pembentukan aplikasi. Pada actuating, melalui aplikasi DIOPEN terbentuk interaksi antara pemerintah dan masyarakat. Pada controlling dijelaskan adanya kendala yakni perlu laporan kinerja aplikasi dan maintenance aplikasi. Kesimpulan: Berdasarkan hasil analisis, manajemen aplikasi DIOPEN sudah baik, hanya saja masih memerlukan perbaikan terutama pada bagian penganggaran, maintenance, dan laporan kinerja aplikasi.
