Abstract

ABSTRACT Problem Statement/Background (GAP): We know that the potential of natural resources and human resources in the village is very much, so the government gave birth to the Village-Owned Enterprises (BUMDes) program, as an economic institution established by the government as a step to improve the economy of rural communities. However, often the management human resources do not have qualified competencies due to low educational background. Therefore, Dispermasdes provides training facilities for BUMDes administrators with the aim of developing the capacity of these administrators. Purpose: The purpose of this study is to determine the role of Dispermasdes in developing the capacity of the management of BUMDes Sejahtera Tanjungmojo and to find out the constraints and efforts in its implementation. Method: The research method is descriptive qualitative with an inductive approach. The data sources used are primary data and secondary data, while data collection techniques through literature studies and field studies in the form of observation, interviews, and documentation with informants as many as 5 people have been determined through purposive sampling techniques. The results of his research were analyzed by reduction techniques, presenting data, and drawing conclusions. Result: Then the results showed that of the 6 (six) indicators, only one indicator has not run optimally, namely the legal basis that is still in the making. Conclusion: The conclusion is that the implementation of the role of Dispermasdes in developing the capacity of the management of Tanjungmojo Prosperous BUMDes is running quite optimally, both in terms of active, participatory, and passive roles (Role Theory, Soekanto) so that so far Tanjungmojo Prosperous BUMDes are crawling towards advanced BUMDes. Keyword: Role, Dispermasdes, BUMDes Sejahtera Tanjungmojo, Capacity Building, Training ABSTRAK Permasalahan (GAP): Potensi SDA dan SDM yang ada di desa kita ketahui dangatlah banyak, sehingga pemerintah melahirkan program Badan Usaha Milik Desa (BUMDes), sebagai lembaga ekonomi yang didirikan oleh pemerintah sebagai langkah untuk meningkatkan ekonomi masyarakat desa. Akan tetapi, seringkali SDM pengurusnya tidak memiliki kompetensi yang mumpuni akibat dari rendahnya latar belakang pendidikan. Oleh karena itu, Dispermasdes memberikan fasilitas pelatihan bagi pengurus BUMDes untuk mengembangkan kapasitas pengurus tersebut. Tujuan: Penelitian ini bertujuan untuk mengetahui peran Dispermasdes dalam pegembangan kapasitas pengurus BUMDes Sejahtera Tanjungmojo dan untuk mengetahui kendala serta upaya dalam pelaksanaannya. Metode: Metode penelitiannya adalah kualitatif deskriptif dengan pendekatan induktif. Sumber data yang digunakan adalah data primer dan data sekunder, sedangkan teknik pengumpulan data melalui studi pustaka dan studi lapangan berupa observasi, wawancara, dan dokumentasi dengan informan sebanyak 5 orang yang telah ditentukan melalui teknik purposive sampling. Hasil penelitiannya dianalisis dengan teknik reduksi, penyajian data, dan menarik kesimpulan. Hasil/Temuan: Kemudian hasil penelitian menunjukkan bahwa dari 6 (enam) indikator, hanya satu indikator yang belum berjalan maksimal, yakni dasar hukum yang masih dalam pembuatan. Kesimpulan: Kesimpulannya adalah pelaksanaan peran Dispermasdes dalam pengembangan kapasitas pengurus BUMDes Sejahtera Tanjungmojo berjalan cukup maksimal, baik itu dari segi peran aktif, partisipatif, dan pasif (Teori Peran, Soekanto) sehingga sejauh ini BUMDes Sejahtera Tanjungmojo sedang merangkak menuju BUMDes maju.
