Abstract

ABSTRACT Problem Statement/Background (GAP): E-government is an essential component of SPBE implementation in Indonesia. In line with Presidential Decree No. 95 of 2018 on SPBE, the Semarang Regency government has launched the Portal Satu Data website to enhance public service delivery. However, it is crucial to evaluate how effectively this website meets user needs and adds value to the community. Purpose: This study aims to analyze the success level of the Portal Satu Data website in Semarang Regency using the DeLone and McLean model. The objective is to assess the website's effectiveness in satisfying user needs and providing value by evaluating various dimensions of information system success, including system quality, information quality, service quality, use, user satisfaction, and net benefits. Method: This research employs a quantitative approach with data collection techniques such as literature review, questionnaires, and documentation. The sampling technique uses the Slovin formula for simple random sampling, ensuring each population member has an equal chance of selection. Data analysis involves descriptive analysis and Structural Equation Modeling (SEM) to explore relationships between variables in the DeLone and McLean model. Result: The study finds that the Portal Satu Data website is generally effective in meeting user needs. Of the nine hypotheses formulated, six are accepted, and three are rejected. Specifically, information quality does not significantly impact use and user satisfaction, and service quality does not significantly affect user satisfaction. Conclusion: The research underscores the importance of public awareness regarding digital literacy to optimize the use of the Portal Satu Data website. It also highlights the need for regular updates and maintenance to ensure the website consistently delivers high-quality service to the community. Keywords: System Information Success, Government Website, Delone and Mclean Model ABSTRAK Permasalahan/Latar Belakang (GAP): Website Portal Satu Data Kabupaten Semarang perlu dianalisis untuk mengetahui tingkat kesuksesannya dalam memenuhi kebutuhan pengguna dan memberikan nilai tambah. Evaluasi dilakukan menggunakan model Delone and Mclean yang mencakup dimensi kualitas sistem, kualitas informasi, kualitas layanan, penggunaan, kepuasan pengguna, dan manfaat bersih. Tujuan: Penelitian ini bertujuan untuk mengukur tingkat kesuksesan website Portal Satu Data Kabupaten Semarang dalam memenuhi kebutuhan data melalui evaluasi berbagai variabel kesuksesan sistem informasi menggunakan model Delone and Mclean. Metode: Penelitian ini menggunakan pendekatan kuantitatif dengan teknik pengumpulan data melalui studi literatur, penyebaran kuesioner, dan dokumentasi. Teknik pengambilan sampel dilakukan menggunakan rumus Slovin melalui simple random sampling. Data dianalisis menggunakan teknik analisis deskriptif dan Structural Equation Modeling (SEM) untuk menguji hubungan antara variabel-variabel dalam model Delone and Mclean. Hasil/Temuan: Hasil penelitian menunjukkan bahwa website Portal Satu Data Kabupaten Semarang dinilai cukup baik dalam memenuhi kebutuhan pengguna. Dari sembilan hipotesis yang dirumuskan, enam hipotesis diterima dan tiga hipotesis ditolak. Kualitas informasi tidak mempengaruhi penggunaan dan kepuasan pengguna, serta kualitas layanan tidak mempengaruhi kepuasan pengguna. Kesimpulan: Penelitian ini menyarankan peningkatan kesadaran masyarakat tentang pentingnya literasi digital dalam memanfaatkan website Portal Satu Data Kabupaten Semarang. Selain itu, pengecekan berkala dan pembaharuan dinamis perlu dilakukan untuk terus memberikan pelayanan terbaik bagi masyarakat.
