Abstract

ABSTRACT Problem/Background (GAP): The poverty rate is high and increasing in West Lombok Regency. Until now, poverty is still relatively high even though the government is trying to reduce poverty by implementing a number of policies that can overcome the problem of poverty. Purposive: This research aims to find out how policies are implemented, as well as to find out the driving and inhibiting factors as well as efforts that can be made to overcome the inhibiting factors. In determining the success of policy implementation, researchers use Knill and Tosun's theory, where in this theory researchers can measure the success of implementation based on accuracy, policy instruments, policy design, structural control, institutional design, administrative capacity and social acceptance. Method: In this research, interview, observation and documentation research methods were used with data analysis techniques assisted by Nvivo software to process the data. Research Results: From the research results it is known that policy implementation has gone well. Several driving factors are government coordination, application-based creative economy, community empowerment and the potential of UMKM. Meanwhile, the inhibiting factors are the production and distribution process, people's mindset, understanding of technology, other causes of poverty such as lack of employment opportunities, legality, lack of human resources, and institutions. Conclusion: In the implementation of the poverty reduction policy, it has been carried out well, aimed at implementing the program in accordance with the indicators of successful policy implementation. Keywords: Implementation, Policy, Poverty, Development, UMKM ABSTRAK Permasalahan/Latar Belakang (GAP) : Angka kemiskinan yang tinggi dan semakin bertambah di Kabupaten Lombok Barat . Hingga saat ini kemiskinan masih terbilang tinggi meskipun pemerintah berupaya mengurangi kemiskinan dengan cara menerapakan sejumlah kebijakan yang dapat mengatasi masalah kemiskinan. Tujuan : Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan, juga untuk mengetahui faktor pendorong dan penghambat serta upaya yang dapat dilakukan untuk mengatasi faktor penghambat. Dalam penetuan keberhasilan implementasi kebijakan, peneliti menggunakan Teori Knill dan Tosun dimana dalam teori tersebut peneliti dapat mengukur keberhasilan implementasi melihat dari ketepatan, instrumen kebijakan, desain kebijakan, kontrol struktur, desain institusi, kapasitas administrasi dan penerimaan sosial. Metode : Dalam penelitian ini diggunakan metode penelitian wawancara, observasi dan dokumentasi dengan teknik anlisis data yang dibantu software Nvivo untuk mengolah datanya.Hasil penelitian : Dari hasil penelitian diketahui bahwa implementasi kebijakan telah berjalan dengan baik. Beberapa faktor pendorong yaitu koordinasi pemerintahan, ekonomi kreatif berbasis aplikasi, pemberdayaan masyarakat dan potensi UMKM. Sedangkan faktor penghambatnya yaitu proses produksi dan distribusi, mindset masyarakat, pemahaman teknologi, penyebab kemiskinan lain seperti kurangnya lapangan pekerjaan, legalitas , kurangnya SDM, dan kelembagaan. Kesimpulan : Dalam pelaksanaan implementasi kebijakan penanggulangan kemiskinan telah terlaksana dengan baik yang ditujukan dengan terlaksananya program sesuai dengan indikator-indikator keberhasilan impelementasi kebijakan.
