Abstract

ABSTRACTProblem Statement/Background (GAP): The community's need for infrastructure in Blora Regency,especially road infrastructure, is very high because many roads are still damaged and need to berepaired. This is influenced by capital expenditure that finances infrastructure development that isnot yet optimal. Purpose: This study aims to analyze and optimize capital expenditure to improveinfrastructure development in Blora Regency, Central Java Province. Method: This research uses aqualitative descriptive method. The data collection techniques were observation, interviews (6informants) and documentation. The data collected was analyzed using optimization theory accordingto Siringoringo (2005). Result: The findings obtained by the author in this study are that capitalexpenditure is still not optimal so that it affects infrastructure development that is not good andadequate. This is seen from 3 dimensions which include objectives, alternative decisions and limitingresources. The things that hinder the optimization of capital expenditure are financial capability,limited human resources and expansive land conditions. Conclusion: Capital expenditure to improveinfrastructure development in Blora Regency, Central Java Province is still not optimal, because ithas not fulfilled the dimensions and indicators to be considered optimal. In order to improve theoptimization of capital expenditure to improve infrastructure development, it is recommended that thecentral or regional government make submissions and make regional loans, recruitment of employeesand recommendations for building construction.Keywords: capital expenditure, infrastructure, optimizationABSTRAKPermasalahan/Latar Belakang (GAP): Kebutuhan masyarakat terhadap infrastruktur di KabupatenBlora terutama infrastruktur jalan sangat tinggi karena masih banyak yang rusak dan perlu diperbaiki.Hal ini dipengaruhi belanja modal yang membiayai pembangunan infrastruktur belumoptimal.Tujuan: Penelitian ini bertujuan untuk menganalisis dan mengoptimalkan belanja modaluntuk meningkatkan pembangunan infrastruktur di Kabupaten Blora Provinsi Jawa Tengah. Metode:Penelitian ini menggunakan metode deskriptif kualitatif. Teknik pengumpulan data dilakukan denganobservasi, wawancara (6 informan) dan dokumentasi. Data yang dikumpulkan dianalisismenggunakan teori optimalisasi menurut Siringoringo (2005). Hasil/Temuan: Temuan yangdiperoleh penulis dalam penelitian ini yaitu belanja modal masih belum optimal sehingga berpengaruhterhadap pembangunan infrastruktur yang belum baik dan memadai. Hal ini dilihat dari 3 dimensiyang meliputi tujuan, alternatif keputusan dan sumber daya yang membatasi. Adapun hal yang2menghambat dari optimalisasi belanja modal adalah kemampuan keuangan, sumber manusia yangterbatas dan kondisi tanah yang ekspansif. Kesimpulan: Belanja modal untuk meningkatkanpembangunan infrastruktur di Kabupaten Blora Provinsi Jawa Tengah masih belum optimal,dikarenakan belum memenuhi dimensi dan indikator untuk dikatakan optimal. Guna meningkatkanoptimalisasi belanja modal untuk meningkatkan pembangunan infrastruktur, disarankan agarmelakukan pengajuan kepada pemerintah pusat atau daerah dan melakukan pinjaman daerah,perekrutan pegawai serta rekomendasi konstruksi bangunan.Kata kunci: belanja modal, infrastruktur, optimalisasi
