Abstract

ABSTRACT Problem Statement/Background (GAP): Community empowerment through the Sahabat Ibu Waste Bank Program in Tegal Besar Village, Jember Regency, East Java Province is the focus of this research. Purpose: The purpose of this research is to find out how community empowerment through the waste bank program, find out the inhibiting factors, and the efforts made to overcome these inhibiting factors. Method: The theoretical basis for this research uses the theory of Mardikanto, T, Soebiato which consists of four dimensions, namely human development, business development, environmental development, and institutional development. This research uses a qualitative approach, descriptive method with an inductive framework. Data collection techniques with three methods used are interviews, observation, and documentation. The collected data were then analyzed through data reduction, followed by data presentation and conclusion drawing. Result: According to the research findings, to overcome the waste problem, a waste bank program emerged to empower the community in waste management. However, there are still obstacles in implementing this program, namely habits, time, and community responsibility, regulations, limited infrastructure, and inactive waste banks. Conclusion: Therefore, researchers advise to raise public awareness, implement regulations properly, pay attention to infrastructure and run the waste bank program sustainably. ABSTRAK Permasalahan/Latar Belakang (GAP): Pemberdayaan Masyarakat melalui Program Bank Sampah Sahabat Ibu di Kelurahan Tegal Besar Kabupaten Jember Provinsi Jawa Timur merupakan fokus dari penelitian ini. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui bagaimana pemberdayaan masyarakat melalui program bank sampah, mengetahui faktor penghambat, serta upaya yang dilakukan untuk mengatasi faktor penghambat tersebut. Metode: Dasar teori pada penelitian ini menggunakan teori Mardikanto, T, Soebiato yang terdiri dari empat dimensi yaitu Bina manusia, Bina usaha, Bina lingkungan, dan Bina kelembagaan. Penelitian ini menggunakan pendekatan kualitatif, Metode deskriptif dengan kerangka berpikir induktif. Teknik pengumpulan data dengan tiga metode yang digunakan yaitu wawancara, observasi, dan dokumentasi. Data yang terkumpul kemudian dianalisis melalui reduksi data, diikuti dengan penyajian data dan penarikan kesimpulan. Hasil/Temuan: Menurut temuan penelitian, untuk mengatasi permasalahan sampah maka munculah sebuah program bank sampah untuk memberdayakan masyarakat dalam pengelolaan sampah. Meskipun demikian, masih terdapat hambatan dalam pengimplementasian program ini yaitu kebiasaan, waktu, dan tanggung jawab masyarakat, regulasi, keterbatasan sarana prasarana, dan terdapat bank sampah yang non aktif. Kesimpulan: Oleh karena itu, penulis memberi saran untuk lebih membangkitkan kesadaran masyarakat, melaksanakan regulasi dengan baik, memperhatikan sarana prasarana dan menjalankan program bank sampah secara berkelanjutan.
