Abstract
ABSTRACT Problem/Background (GAP): Bojonegoro Regency is a district with disaster-prone areas, one of which is drought. Clean water distribution is one of the government's programs to support the water needs of the affected people of Bojonegoro Regency. This program is synergized to reduce disaster risk due to a long drought in 2023 resulting in extreme drought. Where there is an increase in the number of requests for clean water to BPBD which is considered very significant compared to the previous year in the face of drought. Objective: The purpose of this study is to review and determine the implementation of the Clean Water Distribution Program in drought disaster management in Bojonegoro Regency. Method: This study uses qualitative methods with a descriptive approach. Data collection techniques include in-depth interviews (12 informants), observation, and documentation. Results/Findings: Based on the results of the study, it shows that the implementation of the Clean Water Distribution Program by BPBD Bojonegoro Regency has gone quite well. Although the fulfillment of clean water needs cannot be said to be able to meet the basic needs of water in humans. As explained in 4 dimensions, the implementation of the Clean Water Distribution Program has been carried out and the community has felt the existence of the program so as to minimize losses due to drought disasters. As for the implementation, there are still some obstacles in its implementation. Conclusion: The implementation of the Clean Water Distribution Program went quite well and in accordance with regulations and objectives in drought disaster management despite the very significant increase in demand for clean water from previous years. Keywords: Clean Water Distribution, Disaster Management, Drought 2 ABSTRAK Permasalahan/Latar Belakang (GAP): Kabupaten Bojonegoro merupakan kabupaten dengan wilayah rawan bencana salah satunya yaitu kekeringan. Distribusi air bersih merupakan salah satu program pemerintah untuk menunjang kebutuhan air masyarakat Kabupaten Bojonegoro yang terdampak. Program ini disinergikan untuk pengurangan resiko bencana akibat kemarau panjang pada tahun 2023 yang mengakibatkan kekeringan ekstrim. Di mana terjadi peningkatan pada jumlah permintaan air bersih kepada BPBD yang dinilai sangat signifikan dibandingkan tahun sebelumnya dalam menghadapi bencana kekeringan.. Tujuan: Tujuan dari penelitian ini adalah untuk mengkaji dan mengetahui pelaksanaan Program Distribusi Air Bersih dalam penanggulangan bencana kekeringan di Kabupaten Bojonegoro. Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan wawancara mendalam (12 informan), observasi, dan dokumentasi. Hasil/Temuan: Berdasarkan hasil penelitian menunjukan bahwa pelaksanaan Program Distribusi Air Bersih oleh BPBD Kabupaten Bojonegoro telah berjalan cukup baik. Meskipun pemenuhan kebutuhan air bersih belum bisa dikatakan dapat memenuhi kebutuhan pokok air pada manusia. Seperti yang telah dijelaskan dalam 4 dimensi, pelaksanaan Program Distribusi air Bersih telah terlaksana dan masyarakat telah merasakan adanya program tersebut sehingga meminimalisir kerugian akibat bencana kekeringan. Adapun masih ditemukan beberapa hambatan dalam pelaksanaannya. Kesimpulan: Pelaksanaan Program Distribusi Air Bersih berjalan cukup baik dan sesuai dengan regulasi dan tujuan dalam penanggulangan bencana kekeringan meskipun dengan kenaikan permintaan air bersih yang sangat signifikan dari tahun-tahun sebelumnya.
