Abstract

ABSTRACT Problem (GAP): The Role of Satlinmas in Organizing Village Head Elections in Mempawah Hilir District, Mempawah Regency in 2023 is very important to be carried out as a handling of peace, order and security in the implementation of Pilkades due to low community participation in organizing Pilkades caused by high conflict issues in the community and the lack of local government presence through the Satlinmas organization as the front line in the community. maintenance of peace, public order and protection of society. Objective: The purpose of this study is to determine and analyze the role of Satlinmas in organizing the Village Head election and the obstacles faced by Satlinmas in organizing the Village Head election in Mempawah Hilir District, Mempawah Regency in 2023. Method: This study uses descriptive qualitative methods with an inductive approach to roles according to Levinson Theory. Data collection techniques were conducted by in-depth interviews (12 informants), documentation and observation. Results: The findings obtained by the author in this study are the role of Satlinmas in the role of Satlinmas as a norm is good, the role of Satlinmas as a concept is sufficient and the role of Satlinmas as an individual behavior is fairly sufficient, although still constrained by the facilities and infrastructure supporting the implementation of Satlinmas tasks that have not been scanned, the ability of Satlinmas members is still low and there are still high conflict issues in the community. Conclusion: The role of Satlinmas in organizing the Village Head Election has been running but is still not optimal and there are still obstacles ranging from regulations, human resources of Satlinmas members and conflict issues that are still high. Keywords : Role, Village Head Election, Satlinmas ABSTRAK Permasalahan (GAP): Peranan Satlinmas Dalam Penyelenggaraan Pemilihan Kepala Desa di Kecamatan Mempawah Hilir Kabupaten Mempawah Tahun 2023 menjadi sangat penting untuk dilaksanakan sebagai penanganan ketenteraman, ketertiban dan kemananan dalam penyelenggaraan Pilkades karena rendahnya partisipasi masyarakat dalam penyelengaraan Pilkades yang di sebabkan oleh tingginya isu konflik di masyarakat dan kurangnya kehadiran pemerintah daerah melalui organisasi Satlinmas sebagai garda terdepan dalam penyelenggaraan ketenteraman, ketertiban umum dan perlindungan masyarakat. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis peranan yang dilakukan Satlinmas dalam penyelenggaraan pemilihan Kepala Desa serta hambatan yang dihadapi Satlinmas dalam penyelenggaraan pemilihan Kepala Desa di Kecamatan Mempawah Hilir Kabupaten Mempawah tahun 2023. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan oendekatan induktif terhadap peranan menurut Teori Levinson. Teknik pengumpulan data dilakukan dengan wawancara mendalam (12 informan), dokumentasi dan observasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu peranan Satlinmas dalam peranan Satlinmas sebagai suatu norma tergolong baik, peranan Satlinmas sebagai suatu konsep tergolong cukup dan peranan Satlinmas sebagai suatu perilaku individu terbilang cukup, meskipun masih terkendala dengan sarana dan prasarana penunjang pelaksanaan tugas Satlinmas yang belum memdai, kemampuan anggota Satlinmas yang masih rendah dan masih tingginya isu konflik dimasyarakat. Kesimpulan: Peranan Satlinmas dalam penyelenggaraan Pemilihan Kepala Desa sudah berjalan namun masih belum optimal dan masih adanya hambatan mulai dari regulasi, SDM anggota Satlinmas dan isu konflik yang masih tinggi.
