Abstract
ABSTRACT Problems/Background (GAP): The author focuses on the problem of the magnitude of the impact caused by the liquefaction disaster that occurred in 2018 and the lack of attention of the Regional Disaster Management Agency to increase resilience in the face of liquefaction disasters in Palu City, Central Sulawesi province. Purpose: The purpose of this study was to determine disaster mitigation, adaptation, and innovation in resilience to the risk of liquefaction disaster in Palu City, Central Sulawesi province. Method: This study uses a qualitative method with a descriptive approach. Data collection techniques using interviews, obsevation, and documentation. Results/Findings: The findings obtained by the author in this study are that the Regional Disaster Management Agency of Palu City has made several efforts to mitigate, adapt, and innovate liquefaction disasters, although it is still constrained by facilities and infrastructure, budgets, regulations, and references and research related to liquefaction disasters that are still minimal. Conclusion: The implementation of resilience to the risk of liquefaction in Palu City is still not optimal because there are still many obstacles to be faced. Therefore, increased research, strong regulations, adequate funding, and the provision of sufficient facilities and infrastructure are needed to improve resilience to the risk of liquefaction in Palu City. Keywords : Resilience, Disaster Risk Reduction, Liquefaction ABSTRAK Permasalahan/Latar Belakang(GAP): Penulis berfokus pada permasalahan besarnya dampak yang ditimbulkan dari bencana likuefaksi yang terjadi pada tahun 2018 dan kurangnya perhatian Badan Penanggulangan Bencana Daerah terhadap peningkatan ketahanan dalam menghadapi bencana likuefaksi di Kota Palu provinsi Sulawesi Tengah. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui mitigasi, adaptasi, dan inovasi bencana dalam resiliensi terhadap risiko bencana likuefaksi di Kota Palu provinsi Sulawesi Tengah. Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu Badan Penanggulangan Bencana Daerah Kota Palu telah melakukan beberapa upaya mitigasi, adaptasi dan inovasi bencana likuefaksi, meskipun masih terkendala oleh sarana dan prasarana, anggaran, regulasi, serta referensi dan penelitian terkait bencana likuefaksi yang masih minim. Kesimpulan: Pelaksanaan resiliensi terhadap risiko bencana likuefaksi di Kota Palu masih belum optimal, karena masih banyaknya kendala yang dihadapi. Oleh karena itu peningkatan penelitian, regulasi yang kuat, pendanaan yang memadai, dan pengadaan sarana serta prasarana yang cukup sangat diperlukan untuk meningkatkan resiliensi terhadap risiko bencana likuefaksi di Kota Palu.
