Abstract

ABSTRAK Pendidikan gratis adalah program atau kebijakan yang memberi akses kepada siswa untuk mendapat pendidikan tanpa harus membayar biaya yang terkait dengan sekolah atau lembaga pendidikan. Tujuan pendidikan gratis adalah untuk memberikan akses pendidikan yang merapat kepada semua siswa tanpa kendala biaya. program pendidikan gratis biasanya disediakan oleh pemerintah atau organisasi nirlaba dan dapat mencakup berbagai tingkat pendidikan mulai pendidikan dasar hingga tinggi, tergantik pada kebijakan yang diterapkan. Kabupaten Teluk Bintuni merupakan salah satu kabupaten yang menerapkan program pendidikan gratis sebagai bagian dari janji politik dan program dari Bupati Teluk Bintuni. Penelitian ini dilakukan untuk mengkaji efektivitas pelaksanaan program pendidikan gratis sebagai bagian janji Politik Bupati Kabupaten Teluk Bintuni periode 2016-2021 Provinsi Papua Barat. Penelitian ini menggunakan pendekatan kusalitaif dengan metode deskriptif. Sesuai metode dan pendekatam yang digunakan maka teknik pengumpulan data menggunakan teknik wawancara, observasi dan dokumentasi. Hasil dari penelitian ini adalah menjelaskan pelaksanaan program pendidikan gratis yang merupakan janji politik bupati teluk bintuni telah berjalan sesuai dengan tujuannya dan efektif. Hal ini di dukung dengan persentase angka partisipasi sekolah yang meningkat dan angka putus sekolah yang menurun. Meskipun program iniberjalan efektif, masih ada hambatan yang harus diperbaiki. Hambatan-hambatan tersebut berasal dari faktor internal dan eksternal yang mempengaruhi program. Untuk itu, evaluasi dan pemantauan program sangat penting untuk memastikan efektivitas program pendidikan dan identifikasi area yang memerlukan perbaikan. The goal of free education is to provide access to education to all students without cost constraints. Free education programs are usually provided by the government or non-profit organizations and can cover various levels of education from primary to higher education, depending on the policy implemented. Teluk Bintuni district is one of the districts that implemented the free education program as part of the political promise and program of the Teluk Bintuni regent. This study was conducted to examine the effectiveness of the implementation of the free education program as part of the political promise of the Regent of Teluk Bintuni Regency for the 2016-2021 period in West Papua Province. This research uses a qualitative approach with descriptive methods. In accordance with the methods and approaches used, data collection techniques use interviews, observation and documentation techniques. The results of this study are to explain the implementation of the free education program which is a political promise of the regent of Teluk Bintuni has run according to its objectives and is effective. This is supported by the percentage of school enrollment that has increased and the dropout rate that has decreased. Although the program is effective, there are still obstacles that must be corrected. These obstacles come from internal and external factors that affect the program. Therefore, program evaluation and monitoring are essential to ensure the effectiveness of the education program and identify areas that require improvement.
