Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the disparity between e-KTP recorders and the number of citizens required to have an ID card, which increases every year. Purpose: The purpose of this research is to understand and analyze the implementation of the Sidoarjo public service system in providing E-KTP services in Sidoarjo Regency.. Method: This research employs a descriptive qualitative method to study the implementation of SiPRAJA according to Charles O. Jones's theory. Data collection techniques include interviews (with 5 informants), observation, and documentation. Result: The research results show that the SiPRAJA web-based application has been well implemented in population services, especially E-KTP services, in Sidoarjo Regency. However, there are still some challenges, such as a lack of integration between service providers and the Civil Registry Office (Dispendukcapil), insufficient expertise, and many citizens not yet understanding how to use the SiPRAJA application. Conclusion: The implementation of the Sidoarjo public service system for E-KTP services in Sidoarjo Regency has been running well, due to effective communication and resources, clear procedures, and strong leadership commitment. Additionally, monitoring and fund allocation have been conducted properly, and the evaluation process has been carried out effectively. It is recommended that the Civil Registry Office (Dukcapil) be more transparent regarding data provision, as Sidoarjo Regency Regulation Number 55 of 2023 mandates that all public services in Sidoarjo, including population services, must be integrated with the Sidoarjo public service system. Keywords: Implementation, E-Government, SiPRAJA Application ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada ketimpangan antara perekam e-ktp dengan wajib ktp yang meningkat setiap tahun Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis implementasi sistem pelayanan rakyat Sidoarjo dalam pelayanan E-KTP di Kabupaten Sidoarjo Metode: Penelitian ini menggunakan metode kualitatif deskriptif terhadap Implementasi SiPRAJA menurut Teori Charles O Jones. Teknik pengumpulan data dilakukan dengan wawancara (5 informan), obsevasi dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Aplikasi SiPRAJA berbasis website telah diterapkan dengan baik dalam pelayanan kependudukan, terutama E-KTP di Kabupaten Sidoarjo. Meskipun masih ada beberapa kendala seperti kurangnya integrasi antara pihak penyelenggara layanan dengan Dispendukcapil, kurangnya keahlian, dan banyak masyarakat yang belum memahami penggunaan aplikasi SiPRAJA.Kesimpulan: Implemetasi sistem pelayanan rakyat Sidoarjo dalam pelayanan e-ktp di Kabupaten Sidoarjotelah berjalan dengan baik, hal ini dikarenakan adanya komunikasi dan sumber daya yang efektif, prosedur yang jelas, serta komitmen pimpinan yang kuat. Selain itu, pengawasan dan alokasi dana juga dilakukan dengan baik, dan proses evaluasi telah dijalankan dengan efektif.disarankan untuk Pihak Dukcapil Lebih terbuka perihal pemberian data dikarenakan telah terbit PERBUB Kabupaten Sidoarjo Nomor 55 tahun 2023 yang mengahruskan pelayanan publik di Sidoarjo tak terkecuali pelayanan kependudukan harus ber integrasi dengan sistem pelayanan rakyat Sidoarjo Kata kunci: Implementasi , e-government , Aplikasi SiPRAJA
