Abstract

ABSTRACT Problem Statement/Background (GAP): The majority of land assets owned by the Bandung City government are certified, but there are still some assets that have not been certified. For land assets that have not been certified, the Bandung City government continues to provide assistance in asset management, especially in securing land assets. Purpose: This study aims to determine the security of land assets owned by the Bandung City Government. In addition, it is also to find out the obstacles in securing land assets and the efforts made in overcoming these obstacles. Method: The research method used in this research is a qualitative descriptive method with an inductive approach. The data sources in this research are primary and secondary data sources. The data analysis techniques used are data collection, data presentation and conclusion drawing. Data collection techniques include interviews, observation and documentation. Result: Based on the research results, the security of land assets belonging to the Bandung City Government has not been implemented optimally. Conclusion: Securing land assets owned by the Bandung City Government, both physical security, administrative security and legal security, there are still several obstacles. This is because in securing land assets owned by the Bandung City Government, both physical security, administrative security and legal security, there are still several obstacles. Therefore the author provides suggestions, namely maximizing the making of certificates with limited funds so as to maximize the administrative security function, immediately completing missing land asset documents, forming a Consultative Team to conduct deliberations with the parties concerned to conduct an inventory again so that the data recorded in the Goods Identity Card A (KIB A) is in accordance with the actual conditions. ABSTRAK Permasalahan/Latar Belakang (GAP): Mayoritas aset tanah milik pemerintah Kota Bandung sudah bersetifikat, namun masih terdapat beberapa aset yang belum bersertifikat. Terhadap aset tanah yang belum bersertifikat pemerintah Kota Bandung terus melakukan pendampingan tata kelola aset aset terutama pada pengamanan aset tanah. Tujuan: Penelitian ini bertujuan mengetahui gambaran pengamanan aset tanah milik Pemerintah Kota Bandung. Selain itu juga untuk mengetahui hambatan dalam pengamanan aset tanah serta upaya yang dilakukan dalam mengatasi hambatan tersebut. Metode: Metode penelitian yang digunakan dalam penelitian ini yaitu metode kualitatif deskriptif dengan pendekatan induktif. Sumber data dalam penelitian ini adalah sumber data primer dan sekunder. Teknik analisis data yang digunakan yaitu pengumpulan data, penyajian data dan penarikan kesimpulan. Teknik pengumpulan data meliputi wawancara dengan lima informan, observasi dan dokumentasi. Hasil/Temuan: Berdasarkan hasil penelitian, pengamanan aset tanah milik Pemerintah Kota Bandung sudah terlaksana. Namun, masih terdapat dua indikator dari pengaman aset tanah yang belum terlaksana yaitu indikator melakukan penjagaan dan indikator Upaya hukum terhadap aset yang sudah bersertifikat namun belum atas Pemerintah Daerah. Kesimpulan: Pengamanan aset tanah milik Pemerintah Kota Bandung dalam pengamanan aset tanah seperti pengamanan fisik, pengamanan administrasi serta pengamanan hukum masih terdapat beberapa hambatan. Maka dari itu, penulis memberikan saran yaitu memaksimalkan pembuatan sertifikat dengan dana terbatas sehingga dapat memaksimalkan fungsi pengamanan administrasi, segera melengkapi dokumen aset tanah yang hilang, membentuk Tim Musyawarah guna melakukan musyawarah dengan pihak yang bersangkutan guna melakukan inventarisasi kembali agar data yang tercatat dalam Kartu Identitas Barang A (KIB A) sesuai dengan kondisi sebenarnya.
