Abstract

ABSTRACT Background/Problem Statement (Gap): Civil service resources are a collection of individuals who serve the interests of the state and government as civil servants. Objective: The aim of this research is to analyze how the Competency Development of Civil Service Resources through Training in the Badung Regency Civil Service Agency and Human Resource Development Province of Bali. to describe the factors that hinder Competency Development of Civil Service Resources through Training in the Badung Regency Civil Service Agency and Human Resource Development Province of Bali. to analyze efforts made to overcome barriers in Competency Development of Civil Service Resources through Training in the Badung Regency Civil Service Agency and Human Resource Development Province of Bali. Method: This research uses a Qualitative method. Result/Findings: The competency development of Civil Servants organized by the Badung Regency Civil Service Agency and Human Resource Development Province of Bali has been well executed but not yet optimal. There are several factors that hinder the development of Civil Service Competency through Training, including Facilities and Infrastructure, Lack of budget allocation for Training programs, Lack of employee motivation. Conclusion: The efforts made by the Badung Regency Civil Service Agency and Human Resource Development Province of Bali have been helpful in optimizing the implementation of Training, although it can still be considered not yet maximum. ABSTRAK Permasalahan/Latar Belakang (GAP): sumber daya aparatur adalah kumpulan manusia yang mengabdi pada kepentingan negara dan pemerintahan berkedudukan sebagai pegawai negeri. Tujuan: Adapun tujuan dari penelitian yaitu untuk menganalisis bagaimana Pengembangan Kompetensi Sumber Daya Aparatur Melalui Diklat Di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Badung Provinsi Bali. untuk mendeskripsikan faktor apa saja yang menjadi penghambat dalam Pengembangan Kompetensi Sumber Daya Aparatur Melalui Diklat Di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Badung Provinsi Bali. untuk menganalisis upaya apa saja yang dilakukan untuk mengatasi hambatan dalam Pengembangan Kompetensi Sumber Daya Aparatur Melalui Diklat Di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Badung Provinsi Bali. Metode: Penelitian ini menggunakan metode Kualitatif. Hasil/Temuan: Pengembangan kompetensi Pegawai Negeri Sipil yang diselenggarakan BKPSDM Kabupaten Badung sudah terlaksana dengan baik namun belum optimal. Ada beberapa faktor yang menghambat dalam pengembangan kompetensi Pegawai Negeri Sipil melalui Diklat antara lain Sarana dan prasarana, Kurangnya alokasi anggaran untuk program Diklat, Kurangnya motivasai pegawai. Kesimpulan: Upaya yang telah dilakukan BKPSDM Kabupaten Badung tersebut sudah cukup membantu dalam hal mengefektifkan pelaksanaan Diklat meskipun masih dapat dikatakan belum maksimal.
