Abstract
ABSTRACT Problem Statement/Background (GAP): The development of Makassar City has led to an increase in the number of vehicle users, resulting in an increased demand for parking facilities. This contributes to traffic congestion because the number of vehicles exceeds the capacity of the road, and also the emergence of the problem of illegal parking attendants who collect illegal parking fees, which certainly disturb the peace and order of road users and parking users. Purpose: The purpose of this study is to determine the synergy of the Civil Service Police Unit and Makassar Raya Parking Area Company in dealing with illegal parking drivers in Makassar City, the inhibiting factors, and the efforts of the Civil Service Police Unit and Makassar Raya Parking Area Company to overcome the obstacles. Method: This research uses qualitative methods with inductive approach Result: synergy by the Civil Service Police Unit and the Makassar Raya Parking Area Company in dealing with illegal parking drivers in Makassar City has been running but has not been, evenly distributed at all points of agreement Conclusion: This study concluded that the synergy carried out by the Makassar City Civil Service Police Unit and the Makassar Raya Raya Parking Area Company has not been evenly distributed at all parking points in Makassar City, this is due to the lack of transportation infrastructure to carry out control, supervision, and socialization of parking attendants, the absence of regulations to provide a deterrent effect to illegal parking attendants, and the lack of community participation to report illegal parking. Keywords: Synergy, Tranquility, Orederliness, Park ABSTRAK Permasalahan/Latar Belakang (GAP): Perkembangan Kota Makassar telah menyebabkan peningkatan jumlah pengguna kendaraan, yang menyebabkan kebutuhan akan fasilitas parkir yang meningkat. Hal ini berkontribusi pada kemacetan karena jumlah kendaraan melebihi kapasitas jalan, dan juga munculnya masalah juru parkir liar yang menarik retribusi parkir ilegal yang tentunya mengganggu ketentraman dan ketertiban pengguna jalan dan pengguna parkir.Tujuan: Tujuan penelitian ini adalah untuk mengetahui sinergitas Satuan Polisi Pamong Praja dan Perusahaan Daerah Parkir Makassar Raya dalam menangani juru parkir liar di Kota Makassar, faktor penghambat serta upaya Satuan Polisi Pamong Praja dan Perusahaan Daerah Parkir Makassar Raya untuk mengatasi hambatan. Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan induktif. Hasil/ temuan: sinergitas oleh Satuan Polisi Pamong Praja dan Perusahaan Daerah Parkir Makassar Raya dalam menangangi juru parkir liar di Kota Makassar sudah berjalan tetapi belum, merata di seluruh titik perpakiran Kesimpulan: Penelitian ini diperoleh kesimpulan bahwa Sinergitas yang dilakukan oleh Satuan Polisi Pamong Praja Kota Makassar dan Perusaah Daerah Parkir Makassar Raya Raya belum merata diseluruh titik parkir di Kota Makassar, hal tersebut disebabkan oleh kurangnya sarana prasarana transportasi untuk melaksanakan penertiban, pengawasan, serta sosialisasi terhadap juru parkir, belum adanya regulasi untuk memberi efek jera kepada juru parkir liar, serta kurangnya partisispasi masyarakat untuk melaporkan juru parkir liar.
