Abstract

ABSTRACT Problem Statement/Background (GAP): General elections are one of the pillars in a democratic process in a country that allows citizens to participate in shaping their government. The campaign period is one of the election participants promoting themselves to the public. Jember Regency as a local government that participates in helping to succeed the General Election by realizing the implementation of an orderly and safe campaign, especially in the installation of campaign props. In realizing order in the installation of campaign props, the Civil Service Police Unit and the Election Supervisory Board work together to realize it. Satpol PP as a regional apparatus organization has the duty to create order and tranquility, while Bawaslu plays a role in overseeing the implementation of the campaign. Therefore, the synergy between Satpol PP and Bawaslu is needed to realize order in the installation of campaign props in Jember Regency Purpose: This study aims to describe and analyze the form of synergy carried out by Satpol PP and Bawaslu in curbing campaign props, as well as to describe and analyze the inhibiting factors of synergy carried out by Satpol PP and Bawaslu in curbing campaign props Method: This study aims to describe and analyze the form of synergy carried out by Satpol PP and Bawaslu in curbing campaign props, as well as to describe and analyze the inhibiting factors of synergy carried out by Satpol PP and Bawaslu in curbing campaign props. This research uses descriptive qualitative methods and uses observation, interview and documentation techniques Result: The results of this study show that the synergy between Satpol PP and Bawaslu in realizing the orderly installation of campaign props in Jember Regency is still not optimal, even so it is necessary to appreciate the efforts made by Satpol PP and Bawaslu in controlling campaign props. This is because Satpol PP and Bawaslu have tried their best with all the limitations that exist. Satpol PP and Bawaslu have also tried to communicate in various ways. In addition, the two agencies have also coordinated to realize this Conclusion:The conclusion of this study is that the synergy between Satpol PP and Bawaslu still needs to be enhanced Keywords: Synergy; Curbing; Campaign Props ABSTRAK Permasalahan/Latar Belakang(GAP): Pemilihan Umum merupakan salah satu pilar dalam suatu proses demokrasi pada sebuah negara yang memungkingkan warga negaranya untuk ikut turut serta dalam membentuk pemerintahan. Masa Kampanye adalah salah satu peserta pemilu mempromosikan dirinya kepada masyarakat. Kabupaten Jember selaku pemerintah daerah yang turut ikut serta dalam membantu mengsukseskan Pemilihan Umum dengan mewujudkan pelaksanaan kampanye yang tertib dan aman khususnya dalam pemasangan alat peraga kampanye. Pada pelaksanaan Pemilihan Umum tahun 2024 ditemukan banyak sekali pemasangan alat peraga kampanye yang menyalahi aturan. Dalam mewujudkan ketertiban dalam pemasangan alat peraga kampanye Satuan Polisi Pamong Praja dan Badan Pengawas Pemilu bersinergi mewujudkan itu. Satpol PP selaku organisasi perangkat daerah yang memiliki tugas untuk mewujudkan ketertiban dan ketentraman, sedangkan Bawaslu berperan untuk mengawasi pelaksaan kampanye. Dalam mewujudkan ketertiban dalam pemasangan alat peraga kampanye, maka dibutuhkan sinergitas antara Satpol PP dan Bawaslu. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan dan menganalisa bentuk sinergitas yang dilakukan oleh Satpol PP dan Bawaslu dalam menertibkan alat peraga kampanye, serta untuk mendeskripsikan dan menganalisis faktor penghambat sinergitas yang dilakukan oleh Satpol PP dan Bawaslu dalam menertibkan alat peraga kampanye di Kabupaten Jember. Metode: Dalam penelitian ini penulis menggunakan teori sinergitas oleh Najiyati dan Rahmat dengan menggunakan metode kualitatif deskriptif serta menggunakan teknik observasi, wawancara dan dokumentasi Hasil/Temuan: Hasil penelitian ini menunjukan sinergitas Satpol PP dan Bawaslu dalam mewujudkan ketertiban pemasangan alat peraga kampanye di Kabupaten Jember masih belum maksimal, meskipun begitu perlu diapresiasi usaha yang dilakukan oleh Satpol PP dan Bawaslu dalam melakukan penertiban alat peraga kampanye. Hal ini sebab Satpol PP dan Bawaslu telah berupaya sebisa mungkin dengan segala keterbatasan yang ada. Satpol PP dan Bawaslu juga sudah berusaha melakukan komunikasi dengan berbagai cara. Selain itu kedua instansi juga sudah berkoordinasi guna mewujudkan hal tersebut Kesimpulan: Kesimpulan dari penelitian ini yakni sinergitas antara Satpol PP dan Bawaslu masih harus ditingkatkan.
