Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the issue where the ease of doing business in the East Nusa Tenggara Province (NTT) is still low, the inability of business actors to use the OSS system, and business actors still prefer going to the office rather than processing permits online. Purpose: The research aims to determine the effectiveness of business licensing services through the OSS system at the DPMPTSP of the NTT Province. Method: The theory used in this research is the public service theory according to Zeithaml et al. based on Tangible Evidence, Reliability, Responsiveness, Assurance, and Empathy. A descriptive design with a qualitative method is used to analyze research data from interviews, observations, and relevant documents with the concept. The truth of the research results is tested through data triangulation. Result: The findings obtained by the author in this research are the lack of ability of business actors to operate OSS, the lack of ability of DPMPTSP apparatus, and there are errors in the OSS system. Conclusion: Business licensing services through the OSS system are not yet effective due to obstacles from business actors, DPMPTSP employees, and the OSS system itself. ABSTRAK Permasalahan (GAP): Penulis berfokus pada permasalahan dimana kemudahan berusaha di Provinsi Nusa Tenggara Timur (NTT) yang masih rendah, ketidakmampuan pelaku usaha dalam menggunakan sistem OSS dan pelaku usaha yang masih memilih ke kantor daripada mengurus perizinan secara online. Tujuan: Tujuan penelitian untuk mengetahui seberapa efektif pelayanan perizinan usaha melalui sistem OSS di DPMPTSP Provinsi NTT. Metode: Teori yang digunakan dalam penelitian ini adalah teori pelayanan publik menurut Zeithaml dkk berdasarkan Bukti Fisik (Tangible), Kehandalan (Realibility), Daya Tanggap (Responsiveness), Jaminan (Assurance), dan Empati (Empathy). Desain deskriptif dengan metode kualitatif digunakan untuk bisa menganalisis data penelitian dari hasil wawancara, observasi dan dokumen yang relevan dengan konsep. Kebenaran atas hasil penelitian diuji melalui triangulasi data. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu kurangnya kemampuan dari pelaku usaha dalam mengoperasikan OSS, kurangnya kemampuan aparatur DPMPTSP dan terdapat kesalahan sistem OSS. Kesimpulan: Pelayanan perizinan usaha melalui sistem OSS belum efektif karena hambatan dari pelaku usaha, pegawai DPMPTSP dan sistem OSS itu sendiri.
