Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the level of voter abstention (Golongan Putih) in the Percut Sei Tuan District, which had the highest rate of voter abstention in the Deli Serdang Regency during the 2019 elections. Purpose: This study aims to identify the factors influencing voter participation and the efforts made by the Deli Serdang General Elections Commission (KPUD) to increase political participation in the Percut Sei Tuan District for the 2024 elections in Deli Serdang Regency. Method: This study employs a qualitative method. Data collection techniques include in-depth interviews (14 informants), documentation, and observation. Result: Political participation of the residents of Percut Sei Tuan District in the 2024 elections has increased, as evidenced by the comparison of voter turnout and the decrease in the number of abstentions. This improvement can be attributed to the efforts made by the Deli Serdang General Elections Commission (KPUD) to enhance voter participation in the 2024 elections. Despite this increase, the process encountered challenges, such as some individuals in the community displaying a lack of enthusiasm and the persistence of negative stigmas associated with the political process. However, measures have been taken, including socialization efforts, strengthening digitalization, and fostering collaboration. Conclusion: Political participation in the Percut Sei Tuan District has increased, as evidenced by the decline in the rate of voter abstention compared to the 2019 elections. To further enhance political participation in the Percut Sei Tuan District, it is recommended to develop socialization strategies aimed at increasing community interest and active involvement in the political socialization process and elections. Additionally, strengthening collaboration to improve interaction, communication, and coordination among the various stakeholders is advised, as well as conducting comparative studies. Keywords: Political Participation, Elections, Efforts ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada tingkat golput (Golongan Putih) di Kecamatan Percut Sei Tuan memiliki tingkat golput tertinggi di Kabupaten Deli Serdang pada pemilu 2019. Tujuan: Penelitian ini bertujuan untuk mengetahui, faktor-faktor yang mempengaruhi, dan upaya yang dilakukan KPUD Deli Serdang dalam meningkatkan Partisipasi Politik Masyarakat Kecamatan Percut Sei Tuan Dalam Pemilu 2024 Di Kabupaten Deli Serdang. Metode: Penelitian ini menggunakan metode kualitatif. Teknik pengumpulan data dengan cara wawancara mendalam (14 informan), dokumentasi, dan observasi. Hasil/Temuan: Partisipasi politik masyarakat Kecamatan Percut Sei Tuan dalam Pemilu 2024 telah mengalami peningkatan, hal ini dapat dilihat melalui perbandingan jumlah partisipasi pemilih dan angka golongan putih yang mengalami penurunan hal ini dapat dilihat melalui upaya yang telah dilakukan oleh KPUD Deli Serdang dalam meningkatkan partisipasi pemilih dalam Pemilu 2024. Meskipun telah mengalami peningkatan, namun dalam prosesnya dapat mengalami kendala yaitu, masih adanya individu dari masyarakat yang menunjukkan sikap yang kurang antusias, adanya stigma negatif yang melekat pada masyarakat terkait proses politik. Namun, terdapat upaya yang telah dilakukan yaitu, melakukan sosialisasi, memperkuat digitalisasi, dan kolaborasi. Kesimpulan: Partispasi politik masyarakat di Kecamatan Percut Sei Tuan telah mengalami peningkatan, hal ini dilihat dari tingkat golput (Golongan Putih) yang menurun dibandingkan Pemilu 2019. Guna meningkatkan partisipasi politik masyarakat Kecamatan Percut Sei Tuan, disarankan mengembangkan strategi sosialisasi dengan tujuan untuk meningkatkan minat serta keterlibatan aktif masyarakat dalam proses sosialisasi politik dan pemilihan umum, memperkuat kolaborasi yang melibatkan upaya untuk meningkatkan interaksi, komunikasi, dan koordinasi antara berbagai pihak terlibat, melakukan studi banding.
