Abstract

ABSTRACT Problem Statement/Background (GAP): The merit system is a form of governance implemented by the government in order to maximize the management of Civil Servants (PNS) in Indonesia. In general, there are discrepancies in employee placement through promotions, transfers and demotions in Civil Servants. This also happens in the Kupang City Public Housing and Settlement Area Service, which has implications for various other activities. Purpose: This research aims to analyze, describe and identify how the merit system is implemented in Civil Servants and the efforts made to accelerate the implementation of the merit system in the Kupang City Public Housing and Settlement Area Service itself. Methods: This research uses descriptive qualitative methods. The data collection method is carried out through observation, interviews and documentation. The data that has been collected is processed in three stages, namely data reduction, data presentation, and drawing conclusions. Results: The research results show that several indicators of the implementation and assessment of the merit system have not achieved good results. Various efforts have been made to overcome this, starting from the commitment and example of leadership, activeness in civil servant management activities and communication with other government agencies as well as educating employees regarding the merit system. Conclusion: From the results of this research, it can be concluded that the implementation of the merit system in the Public Housing and Residential Areas Service of Kupang City is still not good because the indicators for implementing and assessing the merit system have not been implemented properly in the service. Keywords: Employees, Implementation, Merit system ABSTRAK Permasalahan (GAP): Sistem merit merupakan suatu tata kelola yang dilaksanakan pemerintah dalam rangka memaksimalkan penyelenggaraan manajemen Pegawai Negeri Sipil (PNS) di Indonesia. Secara umum, terdapat ketidaksesuaian penempatan pegawai melalui promosi, mutasi, dan demosi pada Pegawai Negeri Sipil. Hal ini terjadi juga di Dinas Perumahan Rakyat dan Kawasan Permukiman Kota Kupang yang berimplikasi pada berbagai aktivitas lainnya. Tujuan: Penelitian ini bertujuan untuk menganalisis, mendeskripsikan, dan mengidentifikasi bagaimana penerapan sistem merit pada Pegawai Negeri Sipil dan upaya yang dilakukan dalam percepatan penerapan sistem merit di Dinas Perumahan Rakyat dan Kawasan Permukiman Kota Kupang itu sendiri. Metode: Penelitian ini menggunakan metode kualitatif deskriptif. Adapun metode pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Data yang telah terkumpul diolah dalam tiga tahap, yakni reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan beberapa indikator penerapan dan penilaian sistem merit belum mencapai hasil yang baik. Berbagai upaya telah dilakukan untuk mengatasinya mulai dari komitmen dan keteladanan pimpinan, keaktifan dalam kegiatan manajemen PNS dan komunikasi dengan pihak-pihak instansi pemerintahan lain serta edukasi kepada para pegawai terkait sistem merit. Kesimpulan: Dari hasil penelitian tersebut, dapat disimpulkan bahwa penerapan sistem merit di Dinas Perumahan Rakyat dan Kawasan Permukiman Kota Kupang masih kurang baik karena belum terlaksananya indikator penerapan dan penilaian sistem merit secara baik di dinas tersebut.
