Abstract

ABSTRACT Problem statement/background (GAP): The Local Government Information System (SIPD) is an innovative system developed by the Central Government to support the implementation of local government in regional financial management. However, in its application there are often technical glitches and obstacles. Purpose: The purpose of this study is to find out how effective the application is, analyze the inhibiting factors and efforts made, as well as the efforts made so that the implementation of the system becomes effective. Method: This study used a descriptive approach with qualitative methods, and data collection techniques include interviews, observations, and documentation. The author takes several steps to analyze the data that has been collected, namely data reduction, data presentation, and data verification. Result: Based on observations and interviews, it shows that the implementation of the Local Government Information System (SIPD) has not been effective due to lack of socialization, training, and training, lack of expertise of assistance personnel and human resources in using the system, slow response from the Central Government to problems reported by agencies, and a financial management system that has not been fully implemented. Efforts are made by maintaining coordination and collaboration with the central government, attending training and technical guidance, and using a companion system in making financial statements. Conclusion: Thus, this system has not been effective in its application and it is necessary to return to routine training, mentoring and application refinement for its implementation to be effective. Keywords: Regional Government Information System, Performance, Effectiveness ABSTRAK Permasalahan/Latar Belakang (GAP): Sistem Informasi Pemerintahan Daerah (SIPD) adalah sistem inovatif yang disusun oleh Pemerintah Pusat untuk mendukung penyelenggaraan pemerintahan daerah pada pengelolaan keuangan daerah. Namun, dalam penerapannya sering terjadi gangguan dan kendala teknis. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui bagaimana efektivitas penerapannya, menganalisis faktor penghambat dan upaya yang dilakukan, serta upaya yang dilakukan agar penerapan sistem menjadi efektif. Metode: Penelitian ini menggunakan pendekatan deskriptif dengan metode kualitatif, dan teknik pengumpulan data mencakup wawancara, observasi, dan dokumentasi. Penulis melakukan beberapa langkah untuk menganalisis data yang telah dikumpulkan yaitu reduksi data, penyajian data, dan verifikasi data. Hasil/Temuan: Berdasarkan hasil observasi dan wawancara, menunjukkan bahwa penerapan Sistem Informasi Pemerintahan Daerah (SIPD) belum efektif karena kurangnya sosialisasi, pelatihan, dan diklat, kurangnya keahlian tenaga pendamping dan sumber daya manusia dalam penggunaan sistem, lambatnya tanggapan dari Pemerintah Pusat terhadap masalah yang dilaporkan oleh dinas, serta sistem pengelolaan keuangan yang belum berjalan seluruhnya. Upaya yang dilakukan dengan tetap menjalin koordinasi dan kolaborasi dengan pemerintah pusat, mengikuti pelatihan dan bimbingan teknis, serta menggunakan sistem pendamping dalam pembuatan laporan keuangan. Kesimpulan: Dengan demikian, sistem ini belum efektif dalam penerapannya dan diperlukannya pelatihan rutin pendampingan dan penyempurnaan aplikasi kembali agar pelaksanaannya efektif.
