Abstract

ABSTRACT Problem Statement/Background (GAP): The rapid development of the internet, apart from having a positive impact, also opens up space for cybercrime cases, one of which is the spread of hoax news. In Manokwari Regency itself, the existence of fake news is very worrying for the public and has caused commotion several times and has become a serious problem, therefore researchers are interested in conducting research on the course of digital literacy socialization in Manokwari Regency considering that in the current era, humans always live side by side with the internet, creating literacy socialization. Digital is very important and a serious role for the Department of Encryption, Communication and Informatics in carrying it out. Purpose: This research aims to determine the role of DISKOMINFO Manokwari Regency as well as supporting and inhibiting factors. Method: The method used is Qualitative Descriptive. Data collection techniques are observation, interviews and documentation studies. Result: The inhibiting factors found were limited network access in schools far from urban areas, road access to distant schools which was difficult to reach, and budget. Conclusion: The results of the research show that the role of the Encryption, Communication and Informatics Service in increasing the digital literacy of people in Manokwari Regency is that the service has carried out its role in accordance with the duties and functions as stated in Regent Regulation Number 13 of 2017 concerning Position, Organizational Structure, Duties, Functions and Procedures. The work of Regional Officials is in accordance with the theory used by researchers. To maximize the progress of digital literacy socialization, namely by increasing the number of modules, then distributing them to unreached schools, setting a budget for digital literacy socialization as a priority and encouraging accelerated network infrastructure development. The researcher hopes that the suggestions given by the researcher can maximize the course of digital literacy socialization by DISKOMINFO. Keywords: The Role of DISKOMINFO, Digital Literacy, Digital Infrastructure ABSTRAK Permasalahan/Latar Belakang (GAP): Perkembangan internet yang begitu pesat selain membawa dampak positif juga membuka ruang bagi kasus-kasus cybercrime, salah satunya yaitu penyebaran berita hoaks. Di Kabupaten Manokwari sendiri, keberadaan berita bohong sangat mengkhawatirkan masyarakat dan telah beberapa kali menyebabkan keributan serta menjadi permasalahan serius, oleh karena itu peneliti tertarik melakukan penelitian tentang jalannya sosialisasi literasi digital di Kabupaten Manokwari mengingat era sekarang ini manusia selalu hidup berdampingan dengan internet membuat sosialisasi literasi digital ini sangat penting dan menjadi peran serius bagi Dinas Persandian, Komunikasi dan Informatika dalam menjalankannya. Tujuan: penelitian ini bertujuan untuk mengetahui peran DISKOMINFO Kabupaten Manokwari serta faktor pendukung dan penghambat. Metode: Metode yang digunakan yaitu Kualitatif Deskriptif. Teknik pengumpulan data yaitu observasi, wawancara dan studi dokumentasi. Hasil/Temuan: Faktor penghambat yang ditemukan yaitu keterbatasan akses jaringan pada sekolah yang jauh dari perkotaan, akses jalan menuju sekolah yang jauh terbilang sulit dijangkau, dan anggaran. Kesimpulan: Hasil penelitian diketahui bahwa peran Dinas Persandian, Komunikasi dan Informatika dalam meningkatkan literasi digital masyarakat di Kabupaten Manokwari bahwa dinas tersebut telah menjalankan perannya sesuai dengan tugas dan fungsi yang tertuang dalam Peraturan Bupati Nomor 13 Tahun 2017 tentang Kedudukan, Susunan Organisasi, Tugas, Fungsi dan Tata Kerja Perangkat Daerah dan telah sesuai dengan teori yang peneliti gunakan. Untuk memaksimalkan jalannya sosialisasi literasi digital yaitu dengan memperbanyak modul, selanjutnya mendistribusikan kepada sekolah-sekolah yang tidak terjangkau, menetapkan anggaran sosialisasi literasi digital sebagai suatu prioritas dan mendorong pembangunan infrastruktur jaringan dipercepat. Peneliti berharap agar saran yang peneliti berikan dapat membangun jalannya sosialisasi literasi digital oleh DISKOMINFO menjadi maksimal.
