Abstract

Problem Statement/Background (GAP): The author focuses on the problem of the low percentage of ownership documents even though there is an innovation, namely Jebolan Desa, which makes it easier for the community to take care of population documents. This Jebolan Desa innovation is motivated by Muara Enim Regency which has a very large area so that it has a long distance to travel to the Muara Enim Regency Population and Civil Registration Office. The problems that occur are the low percentage of population documents that already have, the data communication network in each region is different, and power outages occur. Purpose: The purpose of this study is to determine and analyze population administration service innovations at the Population and Civil Registration Office of Muara Enim Regency, South Sumatra Province.. Method: This research uses descriptive research methods with a qualitative approach. Data collection techniques were carried out by interview, observation, and documentation. Data analysis techniques with data reduction, data presentation, and conclusion drawing. Result: The findings obtained by the author in this research are that people who own livestock in Mukomuko Regency are in accordance with Regional Regulation Number 19 of 2019, but this is not optimal and not effective. Conclusion: The implementation of population administration service innovations, namely Inovasi Jebolan Desa, has been implemented well, this is due to the existence of a work team that goes directly to each village and the support of various parties, both the Population and Civil Registration Office of Muara Enim Regency, the Community, and the Village Government. Keywords: Innovation; Jebolan Desa; Population Administration ABSTRAK Permasalahan (GAP): Penulis berfokus pada permasalahan masih rendahnya persentase dokumen kepemilikan padahal sudah adanya suatu inovasi yaitu Jebolan Desa yang memudahkan masyarakat dalam mengurus dokumen kependudukan. Inovasi Jebolan Desa ini dilatarbelakangi dengan Kabupaten Muara Enim yang memiliki wilayah yang sangat luas sehingga memiliki jarak tempuh yang jauh untuk ke Dinas Kependudukan dan Pencatatan Sipil Kabupaten Muara Enim. Permasalahan yang terjadi yaitu masih rendahnya persentase dokumen kependudukan yang sudah memiliki, jaringan komunikasi data setiap wilayah berbeda, dan terjadinya pemadaman listrik. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis inovasi pelayanan administrasi kependudukan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Muara Enim Provinsi Sumatera Selatan. Metode: Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Teknik analisis data dengan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Temuan yang diperoleh oleh penulis dalam penelitian ini yaitu pelaksanaan Inovasi Jebolan Desa sudah berjalan dengan baik hal ini dikarenakan adanya tim kerja yang turun langsung ke setiap desa dan dukungan dari berbagai pihak baik Dinas Kependudukan dan Pencatatan Sipil Kabupaten Muara Enim, Masyarakat, maupun Pemerintah Desa, meskipun masih terkendala dengan akses internet yang belum terjangkau di semua wilayah dan masih sering terjadinya pemadaman listrik. Kesimpulan: Pelaksanaan inovasi pelayanan administrasi kependudukan yaitu Inovasi Jebolan Desa sudah dilaksanakan dengan baik. Kata kunci: Inovasi; Jebolan Desa; Administrasi Kependudukan
