Abstract
ABSTRACT Problem Statement/Background (GAP): Every region has a vision to create an orderly, clean, and beautiful urban environment. The same is being done in East Kotawaringin Regency, CentralKalimantan Province. The increasing number of K-3 violators indicates the challenges faced by the Environmental Service and the Public Order Enforcement Unit (Satpol PP) in controlling the community's behavior related to environmental pollution in urban areas due to the lack of public awareness of the applicable regulations.Purpose: The purpose of this study is to describe and analyze the synergy between Satpol PP and the Environmental Service in East Kotawaringin Regency, Central Kalimantan Province, as well as the supporting and inhibiting factors. Method: This research uses Doctoroff's (1977) theory which examines Synergy into four Dimensions, namely Effective Communication, Feedback, Trust, and Creativity. The approach used in this research is descriptive qualitative. Results/Findings: Findings that the community's pro-active participation in waste management in East Kotawaringin Regency has gone well due to good collaboration between the local government and the community. Synergy between Satpol PP and DLH is the key to running the K-3 program in urban areas. Conclusion: The results of the study show that the synergy between Satpol PP andthe Environmental Service in achieving order, cleanliness, and beauty in the urbanareas of East Kotawaringin Regency, Central Kalimantan Province has not reached the maximum level. Satpol PP and the Environmental Service have made every effort to realize order, cleanliness, and beauty. However, there are still some violators who are difficult to reach and resolve. Both agencies have tried their bestwith the existing limitations and have communicated and coordinated to achieve the goal of making the community understand environmental insight. Keywords: Synergy, Order, Cleanliness, Beauty ABSTRAK Permasalahan/Latar Belakang (GAP): Setiap wilayah memiliki visi untuk menciptakan lingkungan kotayang tertib, bersih dan indah. Hal yang sama dilakukan di Kabupaten Kotawaringin Timur Provinsi Kalimantan Tengah. Terjadinya peningkatan jumlah pelanggar K-3 menunjukkan tantangan yang dihadapi oleh DinLH dan Satpol PP dalam mengendalikan perilaku masyarakat terkait pencemaran lingkungan di wilayah perkotaan karena kurangnya kesadaran masyarakat terhadap peraturan yang berlaku. Tujuan: Tujuan dari penelitian ini ialah untuk mendeskripsikan dan menganalisis Sinergitas dari Satpol PP dan DLH dalam mewujudkan K3 di Kabupaten Kotawaringin Timur Provinsi Kalimantan Tengah, serta faktor pendukung dan faktor penghambatnya. Metode: Penelitian ini menggunakan teori Doctoroff (1977) yang mengkaji Sinergitas menjadi empat Dimensi yaitu Komunikasi yang efektif, Umpan balik, Kepercayaan, Kreatifitas. Adapun pendekatan yang digunakan pada penelitian ini ialah kualitatif deskriptif. Hasil/Temuan: Temuan bahwa partisipasi pro aktif masyarakat dalam pengelolaan sampah di Kabupaten Kotawaringin Timur telah berjalan dengan baik dikarenakan adanya kolaborasi yang baik dari pemerintah setempat dengan komunitas masyarakatnya. Sinergi Satpol PP dan DLH sebagai kunci berjalannya program K3 di wilayah perkotaan. Kesimpulan: Hasil penelitian menunjukkan bahwa sinergi antara Satpol PP dan DinLH dalam mencapai ketertiban, kebersihan dan keindahan di wilayah perkotaanKabupaten Kotawaringin Timur Provinsi Kalimantan Tengah belum mencapai tingkat yang maksimal. Satpol PP dan DinLH sudah berupaya keras dalam mewujudkan ketertiban, kebersihan, dan keindahan. Namun, masih terdapat oknum pelanggar yang sulit dijangkau dan teratasi. Kedua instansi telah berusaha sebaik mungkin dengan keterbatasan yang ada dan melakukan komunikasi serta koordinasiuntuk mencapai tujuan masyarakat paham wawasan lingkungan.
