Abstract

ABSTRACT Problem Statement/Background (GAP): The population of Madiun City has increased every year and the open unemployment rate in Madiun City is greater than the national open unemployment rate, of course this is a problem that must be resolved. Purpose: The purpose of this thesis research is to find out the strategies used to overcome unemployment problems in Madiun City. Method: This research is a type of qualitative research using descriptive methods. Data collection techniques were carried out through interviews, documentation, observation, and primary and secondary data sources. Data analysis uses the theory from Creswell (2023). Result: The results showed that the strategy used by the agency is through several programs, such as training, UMKM, and the Sicaker application. The program has been carried out well due to inter-agency cooperation, increasing the latest efforts made by the Small and Medium Enterprise Cooperative Manpower Office, improving infrastructure aimed at supporting performance, and improving services for the community. Conclusion: The strategy carried out by the Madiun City KUKM Manpower Office has been running well because in 2023 the unemployment rate in Madiun City was reduced by 0.54% from 2022. The strategy is carried out by going through several existing programs such as training, MSME development, Job Seeker Information System (Sicaker) applications. These programs have been implemented and are certainly able to overcome the main problem, namely unemployment in Madiun City. Keywords: Unemployment, Disnaker KUKM, Strategy ABSTRAK Permasalahan (GAP): Jumlah penduduk Kota Madiun setiap tahun mengalami peningkatan dan tingkat pengangguran terbuka di Kota Madiun lebih besar dibandingkan dengan tingkat pengangguran terbuka secara nasional tentu hal tersebut menjadi permasalahan yang harus diselesaikan. Tujuan: Tujuan penelitian Skripsi ini untuk mengetahui strategi yang digunakan dalam mengatasi permasalahan pengangguran yang ada di Kota Madiun. Metode: Penelitian ini merupakan jenis penelitian kualitatif dengan menggunakan metode deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, dokumentasi, observasi serta sumber data primer dan sekunder. Analisis data menggunakan Teori dari Creswell 2023. Hasil/Temuan: Hasil penelitian menunjukkan bahwa strategi yang digunakan oleh dinas yaitu melalui beberapa program seperti pelatihan, UMKM, dan aplikasi Sicaker. Program tersebut telah terselenggara dengan baik dikarenakan adanya kerjasama antarlembaga, peningkatan upaya terbaru yang dilakukan oleh pihak Dinas Tenaga Kerja Koperasi Usaha Kecil dan Menengah, peningkatan sarana prasarana yang bertujuan untuk menunjang kinerja serta peningkatan pelayanan bagi masyarakat. Kesimpulan: Strategi yang dijalankan oleh Disnaker KUKM Kota Madiun sudah berjalan baik dikarenakan pada tahun 2023 tingkat pengangguran di Kota Madiun berkurang sebesar 0,54% dari tahun 2022. Strategi yang diselenggarakan dengan cara melalui beberapa program yang ada seperti pelatihan, pengembangan UMKM, aplikasi Sistem Informasi Pencari Kerja (Sicaker).
