Abstract

Problem Statement/Background (GAP): The year 2020 is indeed an important moment for leadership regeneration in Medan City with the Pilkada. Although the Medan City Regional General Election Commission has implemented a political education program, the voter turnout rate only reached 45.97%, far below the Central KPU's target of 77.5%. Evaluation is needed to improve the effectiveness of the political education program. Purpose: The purpose of this study focuses on the evaluation and provision of alternative efforts of the political education program conducted by KPUD Kota Medan. Method: The research method used is descriptive qualitative with an inductive approach, with data collection techniques in the form of interviews, observations, and document studies. Data analysis was conducted using CIPP evaluation analysis which includes context, input, process, and product dimensions. Result: The results showed that the political education program was in accordance with existing regulations and the Medan City KPUD successfully implemented it despite limited resources. KPUD Kota Medan also managed to adapt to the political education program during the pandemic. Although there was an increase in voter participation compared to the previous Pilkada, the figure was still below the target of the Central KPU. In addition, no social conflicts occurred post-Election. Conclusion: The results of the evaluation of the political education program carried out by the Regional General Election Commission in the 2020 Pilkada in Medan City with the CIPP method approach are in accordance with applicable regulations, namely regulations related to political education PKPU Number 10 of 2018 and PKPU Number 13 of 2020. and running by adjusting political education programs during the Covid-19 pandemic, both through conventional and digital media where there was an increase in voter participation of 20.59% compared to the 2015 Pilkada, although it was still below the Central KPU target of 77.5%.
