Abstract

ABSTRACT Problem Statement/Background (GAP): Gorontalo Regency is in first place with the highest Expected Food Pattern (PPH) in Gorontalo Province. Even though Gorontalo Regency has the highest PPH in Gorontalo Province, it is still far from the national PPH. To overcome the Food Pattern problem, the Gorontalo Regency Government has issued Gorontalo Regent Regulation Number 25 of 2010 concerning Guidelines for Implementing the Movement to Accelerate Diversification of Local Resource-Based Food Consumption. Purpose: This research aims to determine and analyze the policy implementation of Gorontalo Regent Regulation Number 25 of 2010 concerning Guidelines for Implementing the Movement for the Acceleration of Diversification of Local Resource-Based Food Consumption. Method: The method used in this research is descriptive qualitative with an inductive approach. The data collection technique uses triangulation which combines observation, interviews and documentation. The data analysis technique uses the Miles and Huberman technique as three activity streams, namely data condensation, data display, and conclusion drawing. Results: Research conducted using Van Meter and Van Horn's theory provides the results of the Gorontalo Regent's Regulation Number 25 of 2010 concerning Guidelines for Implementing the Movement for the Acceleration of Diversification of Local Resource-Based Food Consumption which has been running well even though there are shortcomings including a lack of clarity in policy delivery, people who are not yet able to cultivate food crops, and an unstable economic environment in society. Conclusion: The government's efforts to accelerate the diversification of food consumption based on local resources have shown positive results with increasing PPH every year, however improvements are still needed in the delivery of policies, increasing community capacity, and improving economic conditions to be able to maximize local resources. Keywords: Implementation, Consumption, Food, Diversification ABSTRAK Permasalahan/Latar Belakang (GAP): Kabupaten Gorontalo menempati urutan pertama dengan Pola Pangan Harapan (PPH) tertinggi di Provinsi Gorontalo. Meskipun Kabupaten Gorontalo memiliki PPH tertinggi di Provinsi Gorontalo namun masih jauh dari PPH nasional. Untuk mengatasi masalah Pola Pangan, Pemerintah Kabupaten Gorontalo telah mengeluarkan Peraturan Bupati Gorontalo Nomor 25 Tahun 2010 Tentang Pedoman Pelaksanaan Gerakan Percepatan Penganekaragaman Konsumsi Pangan Berbasis Sumber Daya Lokal. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi kebijakan dari Peraturan Bupati Gorontalo Nomor 25 Tahun 2010 Tentang Pedoman Pelaksanaan Gerakan Percepatan Penganekaragaman Konsumsi Pangan Berbasis Sumber Daya Lokal. Metode: Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data menggunakan triangulasi yang menggabungkan observasi, wawancara, dan dokumentasi. Teknik analisis data menggunakan teknik Miles dan Huberman sebagai tiga arus aktifitias yakni kondensasi data, tampilan data, dan penarikan kesimpulan. Hasil/Temuan: Penelitian yang dilakukan dengan menggunakan teori Van Meter dan Van Horn memberikan hasil Peraturan Bupati Gorontalo Nomor 25 Tahun 2010 Tentang Pedoman Pelaksanaan Gerakan Percepatan Penganekaragaman Konsumsi Pangan Berbasis Sumber Daya Lokal telah berjalan dengan baik meskipun terdapat kekurangan diantaranya adalah kurangnya kejelasan penyampaian kebijakan, masyarakat yang belum mampu mengolah tanaman pangan, dan lingkungan ekonomi masyarakat yang tidak stabil. Kesimpulan: Upaya pemerintah dalam percepatan penganekaragaman konsumsi pangan berbasis sumber daya lokal telah menunjukkan hasil positif dengan meningkatnya PPH di setiap tahunnya, meskipun demikian masih diperlukan perbaikan dalam penyampaian kebijakan, peningkatan kapasitas masyarakat, dan perbaikan kondisi ekonomi untuk dapat memaksimalkan sumber daya lokalnya.
