Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problems of Ujuna Village, which is one of the sub-districts in Palu City which has a strategic area as a center for trade and economic growth, but has a moderate level of slums. Purpose: The purpose of this research is to analyze the impact of the KOTAKU program in improving the economy of the community in Ujuna Village, West Palu District, Palu City, Central Sulawesi Province. Method: This research uses a descriptive qualitative approach and impact analysis according to Suratmo Theory. Data collection techniques were carried out using observation, in-depth interviews (11 informants), and documentation. Result: The findings obtained by the author in this research are that the KOTAKU Program is less able to have an impact in improving the economy of the Ujuna Village community. This can be seen from the lack of increase in the income level of the people of Ujuna Village and the poverty level is still high. The development of the economic structure has also not changed towards industry and has increased the local economic potential of Ujuna Village. However, the KOTAKU program really involves the local community in employing local workers. Conclusion: The implementation of the KOTAKU program does not have a significant impact in improving the community's economy in terms of the dimensions of income level and development of economic structure. In order to increase the impact on the community's economy, it is recommended to increase human resources and carry out several outreach activities in the Ujuna area so that the facilities and infrastructure that are built and the reduction of slums that occur can be maintained for a long period of time and provide benefits to the surrounding community. Keywords: Impact, KOTAKU Program, and Community Economy ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan Kelurahan Ujuna yang merupakan salah satu kelurahan di Kota Palu yang memiliki wilayah strategis sebagai pusat perdagangan dan pertumbuhan ekonomi, tetapi memiliki tingkat kumuh sedang. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis dampak program KOTAKU dalam meningkatkan perekonomian masyarakat di Kelurahan Ujuna Kecamatan Palu Barat Kota Palu Provinsi Sulawesi Tengah. Metode: Penelitian ini menggunakan metode pendekatan kualitatif secara deskriptif dan analisis terhadap dampak menurut Teori Suratmo. Teknik pengumpulan data dilakukan dengan observasi, wawancara mendalam (11 informan), dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu Program KOTAKU kurang dapat memberikan dampak dalam meningkatkan perekonomian masyarakat Kelurahan Ujuna. Hal ini terlihat dari kurang meningkatnya tingkat pendapatan masyarakat Kelurahan Ujuna dan tingkat kemiskinan masih tinggi. Perkembangan struktur ekonomi juga tidak mengalami perubahan ke arah industri dan meningkatkan potensi ekonomi lokal Kelurahan Ujuna. Namun program KOTAKU ini sangat melibatkan masyarakat wilayah sekitar dalam memperkerjakan tenaga kerja lokal. Kesimpulan: Pelaksanaan program KOTAKU tidak berdampak secara signifikan dalam meningkatkan ekonomi masyarakat dilihat dari dimensi tingkat pendapatan dan perkembangan struktur ekonomi. Guna meningkatkan dampak dalam perekonomian masyarakat, disarankan untuk adanya peningkatan SDM dan dilakukan beberapa sosialisasi di wilayah Ujuna ini agar sarana dan prasarana yang dibangun serta pengurangan kekumuhan yang terjadi dapat terjaga dalam jangka waktu yang lama dan memberikan manfaat bagi masyarakat sekitar.
