Abstract

Problem/Background (GAP): Increasing violations of the neutrality of state civil servants from 2018-2020 during elections in West Sumatra Province. The results of the Bawaslu report stated that the findings of cases of violations of ASN neutrality in West Sumatra Province occupy a fairly high position. In this regard, Bawaslu stated that West Sumatra Province is included in the 10 provinces with the highest vulnerability to ASN Neutrality issues in the 2024 Election. The high level of violations of civil servant neutrality resulting in the democratic process in West Sumatra Province not being optimal. As an institution that plays a role in supervising the democratic process in West Sumatra Province, Bawaslu of West Sumatra Province must have a strategy that can anticipate violations of the neutrality of the State Civil Service. Method: This research was conducted to explain the efforts of the West Sumatra Province General Election Supervisory Agency in anticipating violations of the neutrality of the State Civil Apparatus in the 2024 Election. Method: This type of research is descriptive with data collection through observation, interviews and documentation. Results/Findings: Result/Findings: of this research conclude that the efforts of the West Sumatra Province Bawaslu in anticipating violations of the neutrality of the State Civil Apparatus in West Sumatra Province are by being more creative in managing social media, holding outreach, improving the quality of human resources and developing election observation villages. Conclusion: With this research, the author hopes to be able to anticipate violations of the neutrality of the State Civil Apparatus on the basis of implementing good strategies from Bawaslu itself so that existing threats and obstacles can be minimized.
