Abstract

Problem Statement/Background (GAP): Most of the Tambrauw forest area is a protected area. The proportion of forest land cover in this district is very large, specifically 93.8% of its area. This is of course a challenge for the development of Tambrauw Regency as a conservation district, however, a decrease in the percentage of forest area in the five traditional areas occurs every year, this shows that deforestation is occurring. This phenomenon of decreasing forest land cover every year requires special attention from local governments. Deforestation continues to occur in conservation and cultivation areas Deforestation continues to occur in conservation and cultivation areas, the Regional Government of Tambrauw Regency has issued regional regulations (perda) to regulate the implementation of conservation. Tambrauw Regency Conservation Policy is contained in Tambrauw Regency Regional Regulation Number 5/36 of 2018 concerning Tambrauw Regency as a Conservation Regency. Purpose: This research aims to describe and analyze the implementation of forest conservation area management policies by the Environmental Service in Tambrauw Regency. Method: This research uses implementation theory according to Merilee S. Grindle (1980) with a qualitative research method with a descriptive approach, namely collecting data, classifying, describing, describing, then analyzing the data comprehensively focusing on observation, interviews and documentation at the Tambrauw Regency Environmental Service. Conclusion: The conservation policy regulated in Tambrauw Regency Regional Regulation Number 5/36 of 2018 concerning Tambrauw Regency as a Conservation Regency has not been implemented optimally, because the Regional Government has minimal supervision and control of forests by the West Papua Natural Resources Conservation Center and the Regency Environmental Service Tambrauw towards forest conservation areas resulting in forest environmental violations such as; Illegal logging results in deforestation and forest cover decreasing. Apart from that, there is low knowledge of OPD officials and the community regarding forest conservation policies, traditional institutions are not well structured, and infrastructure is inadequate. The regional government should start optimizing the political commitment of the regional government to make Tambrauw Regency a conservation district by evaluating work programs from the OPD. Indigenous communities need to be prioritized in optimizing the management of forest conservation areas. The Environmental Service also creates other alternatives in terms of complaints regarding forest violations. The Environmental Service, Regional Government, especially the West Papua Natural Resources Conservation Center is increasing supervision and control. Regional Governments can optimize political commitment. Keywords : Policy implementation, Conservation Areas, Forests ABSTRAK Permasalahan/Latar Belakang (GAP): Sebagian besar kawasan hutan Tambrauw merupakan kawasan yang dilindungi. Proporsi tutupan lahan hutan di kabupaten ini sangat luas, khususnya 93,8% dari wilayahnya.Hal ini tentunya menjadi tantangan bagi pembangunan Kabupaten Tambrauw sebagai kabupaten konservasi, namun penurunan presentase luasan hutan di lima wilayah adat terjadi setiap tahunnya, hal ini menunjukkan terjadinya deforestasi. Fenomena berkurangnya tutupan lahan hutan setiap tahun ini memerlukan perhatian khusus dari pemerintah daerah. Deforestasi terus terjadi di wilayah konservasi dan perbudidayaan, Pemerintah Daerah Kabupaten Tambrauw mengeluarkan peraturan daerah (perda) agar dapat mengatur jalannya konservasi. Kebijakan Konservasi Kabupaten Tambrauw tertuang dalam Peraturan Daerah Kabupaten Tambrauw Nomor 5/36 Tahun 2018 Tentang Kabupaten Tambrauw Sebagai Kabupaten Konservasi. Tujuan: Penelitian ini bertujuan mendeskripsikan dan menganalisis implementasi kebijakan pengelolaan kawasan konservasi hutan oleh Dinas Lingkungan Hidup di Kabupaten Tambrauw. Metode:Penelitian ini menggunakan teori implementasi menurut Merilee S. Grindle (1980) dengan metode penelitian kualitatif dengan pendekatan deskriptif yaitu pengumpulan data, mengkasifikasi, menggambarkan, menguraikan, kemudian menganalisis data secara komprehensif yang memfokuskan pada observasi, wawancara, serta dokumentasi pada Dinas Lingkungan Hidup Kabupaten Tambrauw. Hasil Temuan: Kebijakan konservasi yang di atur pada Peraturan Daerah Kabupaten Tambrauw Nomor 5/36 tahun 2018 tentang Kabupaten Tambrauw sebagai Kabupaten Konservasi belum berjalan dengan maksimal, karena Pemerintah Daerah minim akan pengawasan dan pengendalian hutan oleh Balai Besar Konservasi Sumber Daya Alam Papua Barat dan Dinas Lingkugan Hidup Kabupaten Tambrauw terhadap kawasan konservasi hutan sehingga terjadi pelanggaran-pelanggaran lingkungan hutan seperti; penebangan liar sehingga terjadinya deforestasi dan tutupan hutan semakin berkurang. Selain itu rendahnya pengetahuan aparat OPD dan masyarakat mengenai kebijakan konservasi hutan, kelembagaan adat belum terstruktur baik, serta infrastruktur yang kurang memadai. Kesimpulan: Pemerintah Daerah harusnya mulai mengoptimalkan komitmen politik pemerintahan daerah untuk menjadikan Kabupaten Tambrauw sebagai kabupaten konservasi dengan cara evaluasi program kerja dari OPD Masyarakat adat perlu diprioritaskan dalam mengoptimalisasi pengelolaan kawasan konservasi hutan. Dinas Lingkungan Hidup juga membuat alternativ lain dalam hal pengaduan terhadap pelanggaran-pelanggaran hutan. Dinas Lingkungan Hidup, Pemerintah Daerah, terkhususnya Balai Besar Konservasi Sumber Daya Alam Papua Barat meningkatkan pengawasan kontrol. Pemerintah Daerah dapat melakukan optimalisasi terhadap komitmen politik. Kata Kunci : Implementasi kebijakan, Kawasan Konservas, Hutan
