Abstract
Di Kabupaten Jayapura masih terdapat banyak peredaran minuman beralkohol yang menimbulkan tindakan pidana sehingga terdapat banyak kasus kriminalitas seperti KDRT dan korban jiwa yang diakibatkan oleh kecelakaan lalu lintas serta penyakit penyalagunaan minuman beralkohol di Kabupaten Jayapura. Tujuan penelitian ini untuk memahami dan dan mendeskripsikan penertiban yang dimulai dari upaya penertiban yang dilakukan, perlengkapan yang diperlukan serta tujuan dari penertiban yang akan dilakukan di Kabupaten Jayapura.Konsep yang digunakan dalam penelitian ini adalah (Eviany & Sutiyo 2023). Penelitian ini juga menggunakan metode deskriptif dengan pendekatan secara induktif dan teknik pengumpulan data dengan cara wawancara, observasi dan dokumentasi. Penertiban peredaran minuman beralkohol di Kabupaten Jayapura sudah dilakukan berdasarkan standar operasional prosedur yang mengacu pada Peraturan Bupati Nomor 27 Tahun 2016 Tentang Petunjuk Teknis Penutupan Perdagangan atau Penjualan Minuman Beralkohol. Namun masih belum adanya kesadaran penuh oleh produsen, konsumen, dan distributor akan bahaya dampak negative minuman beralkohol. Pemahaman masyarakat Kabupaten Jayapura tentang bahaya minuman beralkohol masih rendah. Kesadaran akan dampak negatif minuman beralkohol meningkat seiring dengan tingkat pendidikan, di mana masyarakat dengan pendidikan tinggi memiliki pemahaman yang lebih baik dibandingkan mereka yang berpendidikan menengah dan dasar. Peredaran minuman beralkohol ilegal di Kabupaten Jayapura juga mengalami peningkatan dalam tiga tahun terakhir. Kata Kunci : Penertiban, Satuan Polisi Pamong Praja, Minuman beralkohol In Jayapura Regency, there is still a lot of alcoholic beverage distribution that causes criminal acts so that there are many cases of crime such as domestic violence and fatalities caused by traffic accidents and alcohol abuse diseases in Jayapura Regency. The purpose of this research is to understand and describe the enforcement starting from the enforcement efforts made, the equipment needed and the objectives of the enforcement to be carried out in Jayapura Regency.The concept used in this research is (Eviany & Sutiyo 2023). This research also uses descriptive methods with an inductive approach and data collection techniques by means of interviews, observation and documentation.Controlling the circulation of alcoholic beverages in Jayapura Regency has been carried out based on standard operating procedures that refer to Regent Regulation No. 27/2016 on Technical Guidelines for Closing the Trade or Sale of Alcoholic Beverages. However, there is still no full awareness by producers, consumers and distributors of the dangers of the negative impact of alcoholic beverages.People in Jayapura district have a low understanding of the dangers of alcoholic beverages. Awareness of the negative impact of alcoholic beverages increases with education level, with people with higher education having a better understanding than those with secondary and primary education. The circulation of unrecorded alcoholic beverages in Jayapura district has also increased in the last three years. Keywords : Controlling, Civil Service Police Unit, Alcoholic beverages
