Abstract

ABSTRACT Problem Statement/Background (GAP): Efforts aimed at establishing order and tranquility in society, as laid out in Regional Regulation of Solok City No. 4 of 2022 regarding Public Order and Tranquility, involve the supervision of nightlife venues. Solok City is renowned as the Rice City of Serambi Madinah, with every activity based on Islamic teachings. However, deviations in nightlife venues have led to negative perceptions of Solok City. Purpose: This study has been conducted to gain an understanding of how the Civil Service Police Unit of Solok City supervises nightlife venues and the factors that hinder the implementation of this supervision. Method: The research method used in this study is qualitative descriptive research, adopting Handoko's Supervision theory. The data collection techniques include interviews, observations, and documentation. Result: The result show that the supervision of nightlife venues by the Civil Service Police Unit of Solok City has not been optimally implemented due to several unmet indicators. The factors that hinder the implementation of this supervision include incomplete public awareness, information leaks, lack of strong commitment, limited facilities and infrastructure, limited human resources, and insufficient budget. Conclusion: The enforcement of supervision by the Civil Service Police Unit of Solok City, particularly regarding the oversight of nightlife venues, has not yet reached optimal effectiveness. This is indicated by the failure to meet several indicators within the dimensions based on Handoko's theory of supervision. Additionally, in the implementation of supervision over nightlife venues by the Civil Service Police Unit of Solok City, several obstructive factors have been identified that hinder the optimal execution of the supervision. Keywords: Supervision, Regional Regulation, Civil Service Police Unit, Nightlclubs ABSTRAK Permasalahan/Latar Belakang (GAP): Upaya yang dapat dilakukan untuk menciptakan ketertiban umum dan ketenteraman di masyarakat berdasarkan Peraturan Daerah Kota Solok No. 4 Tahun 2022 tentang Ketenteraman dan Ketertiban Umum adalah menciptakan adanya tertib tempat hiburan. Kota Solok merupakan Kota Beras Serambi Madinah di mana setiap tindak dan tanduk perbuatan dan tindakan selalu didasarkan pada ajaran agama Islam tetapi karena adanya penyimpangan pada tempat hiburan malam memberikan pandangan negatif bagi Kota Solok. Tujuan: Penelitian ini bertujuan 2 untuk mengetahui bagaimana pengawasan tempat hiburan malam dan faktor penghambat pelaksanaan pengawasan yang dilaksanakan oleh Satuan Polisi Pamong Praja Kota Solok. Metode: Penelitian ini menggunakan teori pengawasan menurut Handoko dengan metode penelitian deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan pengawasan tempat hiburan malam yang dilakukan oleh Satuan Polisi Pamong Praja Kota Solok belum terlaksana secara optimal karena beberapa indikator yang ada belum terpenuhi. Adapun faktor penghambat dalam pelaksanaan pengawasan, yaitu 1) belum sepenuhnya tumbuh kesadaran masyarakat, 2) adanya kebocoran informasi, 3) belum terciptanya komitmen yang baik dan bagus, 4) terbatasnya sarana dan prasarana, 5) terbatasnya sumber daya manusia, dan 6) masih minimnya anggaran. Kesimpulan: Pelaksanaan pengawasan yang dilakukan oleh Satuan Polisi Pamong Praja Kota Solok khususnya terkait pengawasan tempat hiburan malam belum maksimal. Hal ini ditandai dengan belum terpenuhinya beberapa indikator pada dimensi berdasarkan teori pengawasan menurut Handoko. Selain itu, dalam pelaksanaan pengawasan tempat hiburan malam yang dilakukan oleh Satuan Polisi Pamong Praja Kota Solok ditemukan beberapa faktor penghambat yang menjadi kendala pelaksanaan pengawasan belum terlaksana secara maksimal.
