Abstract

ABSTRACT Problem Statement/Background (GAP): Researchers focus on the problem of disturbances to peace and public order in Denpasar City which is still high. So extra efforts are needed in the form of synergy between the Civil Service Police Unit and Pacalang Denpasar City in an effort to maintain peace and public order. Purpose: The aim of this research is to analyze the synergy between the Civil Service Police Unit and Pacalang in maintaining peace and public order in Denpasar City. Method: The method used in this research is a descriptive method with a qualitative approach with an informant selection technique, namely purposive sampling. Data collection techniques used by researchers include interviews, observation, and documentation. Result: The results of the synergy carried out between the Civil Service Police Unit and Pacalang in maintaining peace and public order in Denpasar City have been running optimally and have been in place for a long time, although it was found that there were several obstacles in the synergy carried out both in the communication and coordination processes. Conclusion: The synergy between the Civil Service Police Unit and Pacalang Denpasar City has been going well by considering several indicators of optimal communication and coordination, even though there are several obstacles, including a lack of competence in human resources and budget. In terms of increasing synergy, it is recommended to organize a capacity building and social welfare program between the Civil Service Police Unit and Pacalang Denpasar City. ABSTRAK Permasalahan (GAP): Peneliti berfokus terhadap permasalahan gangguan ketenteraman dan ketertiban umum di Kota Denpasar yang masih tinggi. Sehingga diperlukan upaya ekstra berupa sinergitas antara Satuan Polisi Pamong Praja dengan Pacalang Kota Denpasar dalam upaya menjaga ketenteraman dan ketertiban umum. Tujuan: Tujuan penelitian ini adalah untuk menganalisis sinergitas antara Satuan Polisi Pamong Praja dengan Pacalang dalam menjaga ketenteraman dan ketertiban umum di Kota Denpasar. Metode: Metode yang digunakan dalam penelitian ini adalah 2 metode deskriptif dengan pendekatan kualitatif dengan teknik pemilihan informan yaitu purposive sampling. Teknik pengumpulan data yang dilakukan peneliti diantaranya wawancara, observasi, serta dokumentasi. Hasil/ Temuan: Hasil sinergitas yang dilakukan antara Satuan Polisi Pamong Praja dengan Pacalang dalam menjaga ketenteraman dan ketertiban umum di Kota Denpasar sudah berjalan optimal dan terjalin sejak lama meskipun didapati bahwa terdapat beberapa hambatan terjadi di dalam sinergitas yang dilakukan baik pada proses komunikasi ataupun koordinasi. Kesimpulan: Sinergitas antara Satuan Polisi Pamong Praja dengan Pacalang Kota Denpasar sudah berjalan baik dengan mempertimbangkan beberapa indikator dari komunikasi dan koordinasi yang berjalan optimal meskipun terdapat beberapa kendala diantaranya kurangnya kompetensi sumber daya manusia dan anggaran. Dalam hal meningkatkan sinergitas, disarankan untuk menyelenggarakan program peningkatan kapasitas serta kesejahteraan sosial antara Satuan Polisi Pamong Praja dengan Pacalang Kota Denpasar.
