Abstract

ABSTRACT Problem Statement/Background (GAP) : This research aims to explore societal issues, particularly the rampant problem of prostitution from 2020 to 2023, which saw a drastic increase after the COVID-19 pandemic. Mandau District has become one of the districts with the highest cases of prostitution compared to other districts in Bengkalis Regency. Purpose : This study aims to describe and analyze the enforcement mechanisms by the Satpol PP in controlling prostitution, including the supporting and inhibiting factors, as well as the measures that can be undertaken by the Satpol PP of Mandau District to reduce the number of prostitution cases. Method : This study employs the concept of regulation as proposed by Eviany, E, and Sutiyo (2023). The method used in this research is descriptive qualitative, providing a factual depiction of the occurrences in the field. The data collection techniques include observation, interviews, and documentation. The data sampling techniques used are Purposive Sampling and Incidental Sampling. Results : The results of this research indicate that the regulatory mechanism enforcement by the Satpol PP in Mandau District has been functioning well based on the regulations established in Minister of Home Affairs Regulation Number 26 of 2020 concerning the Organization of Public Order and Community Peace and Community Protection. However, there is no follow-up action from the Civil Service Police Unit Investigators (PPNS) and the Social Services Office, resulting in an impact on the goal and expectation of reducing the number of prostitution violations. Conclusion : The conclusion of this study shows that the enforcement by the Satpol PP of Mandau District has not been optimal, due to the lack of guidance and rehabilitation from the PPNS and the Social Services. The factors hindering this enforcement include uncooperative business owners or managers of lodging and nightlife establishments, the absence of rehabilitation facilities for the offenders, the influence of foreign cultures, and low economic conditions, which remain obstacles in raising community awareness about the prohibition of prostitution. Keywords : Enforcement, Prostitution, Lodging and Nightlife Entertainment, Mechanism, Pamong Praja Police Unit ABSTRAK Permasalahan/Latar Belakang (GAP) : Penelitian ini berusaha untuk mengupas permasalahan penyakit masyarakat terkhusus pada permasalahan prostitusi yang merajalela dari tahun 2020 hingga 2023 dimana terjadinya peningkatan drastis setelah usai masa pandemi covid-19. Kecamatan Mandau menjadi salah satu kecamatan tertinggi terkait kasus prostitusi dibandingkan dengan kecamatan lainnya sekabupaten Bengkalis. Tujuan : Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis bentuk mekanisme penertiban oleh Satpol PP dalam pelaksaan penertiban prostitusi, faktor pendukung dan penghambat serta apa saja hal yang bisa diupayakan oleh Satpol PP Kecamatan Mandau untuk menurunkan angka kasus prostitusi. Metode : Penelitian ini menggunakan konsep penertiban yang dikemukakan oleh Eviany, E dan Sutiyo (2023). Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan memberikan gambaran fakta yang terjadi di lapangan dan teknik pengumpulan data menggunakan observasi, wawancara dan dokumentasi. Teknik pengambilan data sampel menggunakan Purposive Sampling dan Insidental Sampling. Hasil/Temuan : Hasil penelitian ini menunjukkan mekanisme penertiban oleh Satpol PP Kecamatan Mandau sudah berjalan dengan baik berdasarkan regulasi yang telah ditetapkan pada Permendagri Nomor 26 Tahun 2020 Tentang Penyelenggaraan Ketertiban Umum Dan Ketenteraman Masyarakat Serta Pelindungan Masyarakat. Namun tindak lanjut dari PPNS dan Dinas Sosial tidak ada sehingga berdampak pada tujuan dan harapan menekan angka pelanggaran prostitusi. Kesimpulan : Kesimpulan penelitian ini menunjukkan penertiban oleh Satpol PP Kecamatan Mandau belum maksimal, sebab tidak adanya pembinaan dan rehabilitasi dari pihak PPNS dan Dinas Sosial. Faktor yang menghambat dalam penertiban tersebut adalah pemilik usaha atau tempat penginapan dan hiburan malam tidak kooperatif, tidak adanya fasilitas rumah rehabilitasi bagi para pelaku, pengaruh budaya luar dan ekonomi yang rendah masih menjadi kendala menyadarkan masyarakat terhadap larangan prostitusi.
