Abstract

ABSTRACT Problem Statement/Background (GAP): The Civil Service Police Unit carries out its duties in accordance with applicable local regulations. The main goal is to create order which is the right of the whole society. However, in carrying out its duties, Satpol PP sometimes has to regulate those who violate the rules by force. Persuasive communication is considered as an alternative to overcome the situations mentioned earlier. Persuasive communication is an attempt to influence the views, opinions, and actions of others, either through words or actions that are not verbal. Purpose: The focus of this study is to describe persuasive communication between members of the Civil Service Police Unit who patrol the field with the community, efforts faced by the Civil Service Police Unit to improve persuasive communication in regulating street vendors and obstacles in conducting persuasive communication with street vendors to control. Method: The research method used is a qualitative descriptive method with an inductive approach. The data sources for this study are primary and secondary sources. The data analysis techniques used are data reduction, data presentation, and data verification. Data collection techniques include interviews, observations, and documentation. Result: Persuasive Communication of the Civil Service Police Unit in regulating street vendors to argue, the psychological appeal and credibility appeal of a member of the Palembang City Civil Service Police Unit is not too optimal in dealing with a problem. Conclusion: There needs to be special training in an effort to improve the knowledge and skills of the Civil Service Police Unit in order to be able to carry out more persuasive and humane control. Keywords: Persuasive Communication, Satpol PP, Street Vendors, Control. ABSTRAK Permasalahan (GAP): Satuan Polisi Pamong Praja menjalankan tugasnya sesuai dengan peraturan daerah yang berlaku. Tujuan utamanya adalah menciptakan ketertiban yang merupakan hak dari seluruh masyarakat. Namun, dalam menjalankan tugasnya, Satpol PP terkadang harus melakukan penertiban terhadap mereka yang melanggar aturan dengan terpaksa. Komunikasi persuasif dianggap sebagai alternatif untuk mengatasi situasi-situasi yang telah disebutkan sebelumnya. Komunikasi persuasif adalah upaya untuk memengaruhi pandangan, pendapat, dan tindakan orang lain, baik melalui kata-kata maupun tindakan yang tidak bersifat verbal. Tujuan: Fokus dari penelitian ini adalah untuk menggambarkan komunikasi persuasif antara anggota Satuan Polisi Pamong Praja yang berpatroli di lapangan dengan masyarakat, upaya yang dihadapi oleh Satuan Polisi Pamong Praja untuk meningkatkan komunikasi persuasif dalam penertiban pedagang kaki lima dan hambatan dalam melakukan komunikasi persuasif dengan pedagang kaki lima untuk melakukan penertiban. Metode: Metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif dengan pendekatan induktif. Sumber data pada penelitian ini adalah sumber data primer dan sekunder. Teknik analisis data yang digunakan adalah reduksi data, penyajian data, dan verifikasi data. Teknik pengumpulan data meliputi wawancara, observasi dan dokumentasi. Hasil/Temuan: Komunikasi Persuasif Satuan Polisi Pamong Praja dalam penertiban pedagang kaki lima untuk berargumen, daya tarik psikologis dan daya tarik kredibilitas seorang anggota Satuan Polisi Pamong Praja Kota Palembang belum terlalu optimal dalam menangani suatu permasalahan. Kesimpulan: Perlu adanya pelatihan khusus dalam upaya meningkatkan pengetahuan dan keterampilan Satuan Polisi Pamong Praja agar dapat melaksanakan penertiban yang lebih persuasif serta humanis.
