Abstract

ABSTRACT Problem Statement/Backgrund: In an increasingly advanced era of information technology, where technology and information play a crucial role in all aspects of life, the advancement of science and technology demands that the government realizes electronic-based services (e-services) to enhance electronic governance (e-government), aimed at improving the efficiency, effectiveness, transparency, and accountability of governance, as outlined in Presidential Instruction Number 3 of 2003 concerning e-government Policy and Strategy Development. One of the government's efforts in enhancing e-government is through the utilization of websites. The title of this research is "The Implementation of belukab.go.id Website through the Department of Communication and Informatics as an Information Service in Enhancing E-government in Belu District.Objective: The purpose of this study is to understand, describe, and comprehend the implementation of the website as an information service in Belu District, the encountered obstacles, and the efforts made. Therefore, the author can draw conclusions and provide recommendations for improving e-government in Belu District.Method: The author employs a qualitative research method with an inductive approach. Data collection techniques used include interviews, observations, and documentation. The data analysis technique used includes data reduction, data presentation, and drawing conclusions.Result: The findings of this research reveal that the implementation of information services using websites to enhance e-government has not been optimally executed.Conclusion: The implementation of a website as an information service to enhance e-government in Belu Regency has not yet fully operated optimally. This is based on the applied implementation theory, which includes three elements: support, capacity, and benefits. Several challenges have been identified, including weak legal frameworks, very limited human resources, the lack of an independent server, insufficient direct socialization, and the absence of financial resources for website management. The efforts employed to overcome these challenges include drafting a Regent Regulation (Perbub) regarding the website, recruiting competent human resources, acquiring an independent server, increasing socialization to the community, and proposing a special budget for website management. Semakinmajunya IPTEK menuntutpemerintah agar mewujudkanpelayananberbasiselekronik (e-service) untukmeningkatkanpemerintahanberbasiselektronik (e-government) sehinggadapatmeningkatkanefisiensi, efektivitas, transparansi dan akuntabilitaspenyelenggaraanpemerintahansebagaimanatertuangdalamInstruksiPresidenNomor 3 Tahun 2003 tentangKebijakan dan Strategi Pembangunan e-government. Dalam meningkatkane-government salah satuupayapemerintahyaitumenggunakanwebsite. Juduldaripenelitianiniyaitu “ImplementasiWebsite belukab.go.idmelalui Dinas KominfoSebagaiLayananInformasidalamMeningkatkanE-government di Kabupaten Belu.Tujuan: Tujuan daripenelitianiniyaituuntukmengetahui, memahamisertamenggambarkanbagaimanaImplementasiwebsite sebagailayananinformasi di Kabupaten Belu, hambatan yang ditemukan dan upaya yang sudahdilakukan. Sehingga, penulisdapatmembuatkesimpulan dan memberikan saran untukmeningkatkane-government di Kabupaten Belu. Metode: Penulismenerapkanpendekataninduktifdalammetodepenelitiankualitatif. Pengumpulan data dilakukanmelaluiwawancara, observasi, dan dokumentasi. Metode analisis data melibatkantahapanreduksi data, penyajian data, dan penarikankesimpulan. Hasil/Temuan: Temuandaripenelitianinimenyajikanbahwaimplementasipelayananinformasimenggunakanwebsite untukmeningkatkane-government belumberjalansecara optimal dan terlaksanadenganbaik.Kesimpulan: Implementasiwebsitesebagailayananinformasidalammeningkatkane-government di Kabupaten Belu belumsepenuhnyaberjalandengan optimal, haliniberdasarkan pada teoripenerapan yang digunakan yang meliputitigaelemenyaitupendukung, kapasitas dan manfaat yang ditemukanbeberapakendalameliputi: payunghukum yang kurangkuat, SDM yang sangat minim, tidakmempunyaiserversendiri, kurangnyasosialisasisecaralangsung dan belumadanyasumberdayafinansialuntukpengelolaanwebsite . Upaya yang digunakanuntukmengatasikendala yang dihadapiyaitumembuatPerbubtentangwebsite, merekrut SDM yang memilikikompetensidibidangnya, mengadakanserver sendiri, meningkatkansosialisasikepadamasyarakat dan mengajukananggarankhususuntukpengelolaanwebsite.
